ESSENTIAL DUTIES:
- Provide cyber test support through development of documentation including; Test Plan, Data Management and Analysis Plan, Test Execution Procedures, Test Report and Detailed Analysis Report, surveys.
- Review system, system program office (SPO), higher headquarters, security and requirements documentation and clarify, as required, to establish testable cyber requirements and develop cyber test strategy.
- Coordinate with external agencies to obtain appropriate Designated Approving Authority authorization to utilize external cyber agency in order to conduct system evaluations.
- Review external cyber agency test plans and procedures to verify sufficiency to evaluate test measures.
- Attend test planning meetings as applicable for developing a thorough understanding of the system CONOPs, network/infrastructure, operating systems, data flows, databases and other hardware and software components.
- Plan and conduct site surveys and/or dry runs to ensure desired resources will be available to conduct on-site cyber testing during the operational testing window.
- Review system documentation and lead/coordinate vulnerability assessments to determine any system cyber deficiencies.
- Identify potential system deficiencies and participate in deficiency review meetings to categorize the potential operational impact.
- Work closely with the 17 Test & Evaluation Squadron (17 TES) Cyber Flight to ensure all cyber objectives and results are properly identified.
- Develop and coordinate test reporting documents and test report briefings; present the evaluation results to the 17 TES for review; and ensure all documents and briefings comply with applicable Air Force and/or Space Force instructions and directions.
- Use statistical analysis methods to characterize and rate collected test data.
- Evaluate data and assess system performance using the collected test data, survey responses, validated truth data, and the methodologies and tools developed during test planning.
- Assist other Test Analysts during test execution by manning test suites and collecting effectiveness/suitability data.
- Additional duties as assigned.
REQUIRED QUALIFICATIONS:
- 7 years technical experience in DoD and USAF/USSF OT&E test design, analysis, and test support in evaluating new and existing space systems in a realistic environment. An additional six years of direct relevant technical experience may be substituted for education requirements, for a total of 13 years of experience.
ADDITIONAL QUALIFICATIONS:
- Understanding of DOD and Air Force/Space Force cyber directives in order to accurately interpret policy and apply guidance to an individual mission system Operational Test &Evaluation (OT&E), Developmental Test & Evaluation (DT&E), Initial Operational Test & Evaluation (IOT&E), Final Operational Test & Evaluation (FOT&E), and oversight test activities.
- Understanding of DoD weapons systems to include, but not limited to: Missile Defense System, weather satellites, PARCS, Cobra Dane, SBIRS, SST, Ground-Based Radars (GBRs), Eglin GBR, Space Domain Awareness (SDA) weapon systems, Ground-Based Electro-Optical Deep Space Surveillance (GEODSS) sites.
- Possess working knowledge of Air Force Space Command and Space Force test and evaluation directives.
- Must be proficient in Microsoft Office applications
PREFERRED QUALIFICATIONS:
- Experience with multiple development tools and programming languages preferred.
EDUCATION/CERTIFICATION:
- Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering or STEM related is preferred. Additional years of experience may be used in lieu of education.
- Required IAT Level II or Computer Network Defense Auditor certification IAW DoD Manual 8570.01-M. -OR- INTERMEDIATE to ADVANCED on the new DoDM 8140.03 Matrix.
- One (or more) of the following certifications are required: SecurityX, CASP+, CGRC/CAP, CISSO, Cloud +, FITSP-A, GCSA, GSEC, PenTest+, Security+, CCISO, CISA, CISM, CISSP, CISSP-ISSEP, CySA+, GSLC, GSNA, or similar certification.
