Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Subject Matter Expert - Special Advisor to the HNP Director General (DG). The position function is to provide useful advice and sound management guidance to the DG to help him/her meet lawful objectives, as well as to facilitate meetings and information flow to HNP managers and the senior staff. The special advisor shall incorporate into her/his duties the coordination with the HNP on all of the security-related aspects of the INL Washington directed and INL Haiti-based programs in Haiti. The advisor shall coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti, and be responsible for preparing written monthly reports, which not only details activities undertaken, but also provides an assessment of challenges to and successes of INL programs and the DG's leadership and mission activities.

Payrate: $171,600 Annually + Uplifts

- Coordinate with and seek guidance from INL.
- Assist the DG in ensuring the highest levels of professionalism and respect for human rights in the HNP, including an understanding and adherence to INL vetting requirements.
- Plan, organize, and develop programmatic initiatives.
- Advise on issues of strategic planning, including personnel deployments, HNP-wide budgeting, etc.
- Establish effective professional relationships with upper-level Government of Haiti (GOH) members involved in HNP affairs.
- Keep accurate records and prepare concise reports keeping INL Haiti regularly informed of programmatic, security, and political developments.
- Maintain extensive knowledge of general police operations.
- Understand and interpret policies, procedures, and directives.
- Prioritize tasks and meet established timelines.
- Serve as back-up Deputy Program Manager, as needed.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Bachelor's or higer required
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- On active duty or retired from a bona fide police or sheriff's department.
- At least 10 years of law enforcement experience in a police agency including resource management and planning experience, preferably serving a geographical area with a population of at least 250,000.
- Have held at least the rank of Lieutenant or similar for at least two years.
- Demonstrated leadership in policing, preferably in an international setting.
- Previous international experience in police operations.
