Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Subject Matter Expert - Major Crimes and Internal Affairs. The advisor shall provide strategic advice and sound management and technical guidance to investigative units within the HNP Directorate of the Judicial Police (DCPJ). The advisor will assist senior DCPJ leadership on investigative strategy, organizational structure, and operational planning related to major crimes to increase the unit's capacity to investigate major crimes such as homicides, gang-related crimes, trafficking of firearms, kidnappings, financial crimes, money laundering, and transnational organized crimes.
As a collateral duty, the advisor will also provide strategic advice and sound management and technical guidance to HNP's Inspector General Unit (IGHNP) on internal investigations, misconduct inquiries, and disciplinary processes. The advisor will assist the Inspector General in strengthening institutional accountability, transparency, and integrity within the HNP, and support efforts to enhance investigative techniques related to corruption, abuse of authority, and professional misconduct.
The advisor shall coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices and prepare written monthly reports detailing activities undertaken and providing an assessment of challenges and successes relating to the work of the DCPJ and IG Units.

Payrate: $171,600 Annually + Uplifts

- Work with INL Haiti and with the GoH to identify and recommend assistance projects supporting the HNP DCPJ and IGHNP units. Coordinate INL programs with the United Nations and other interested international donors to avoid duplication.
- Advise senior DCPJ leadership on investigative strategy, organizational structure, and operational planning related to major crimes.
- Support the development and implementation of policies, standard operating procedures (SOPs), and investigative guidelines aligned with international best practices.
- Assist DCPJ and IGHNP leadership in strengthening command, control, coordination, and accountability within their investigative units.
- Provide strategic guidance on interagency and international cooperation related to transnational crime investigations.
- Assist HNP leadership to design and adopt strategies to investigate major crimes and facilitate successful prosecution of criminal offenders.
- Advise DCPJ on strengthening evidence collection, preservation, documentation, chain of custody, and courtroom presentation.
- Support the development and enhancement of forensic capabilities, including crime scene management, forensic analysis, and evidence storage.
- Coordinate recommended training for the DCPJ and IGHNP units.
- Recommend policies and practices to the head of the DCPJ and IGPHN units and other HNP senior leaders to improve their effectiveness.
- Mentor the heads of the DCPJ and IGHNP on implementation of recommended changes, including through consistent use of after-action reports, and regular assessments.
- Assist the DCPJ and IGHNP units in developing partnerships with other police units, judicial actors, and other government entities.
- Advise the DCPJ and IGHNP to manage public messaging.
- Keep accurate records and prepare concise reports; keep INL Haiti regularly informed of programmatic and political developments.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Bachelor's degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, or equivalent.
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- 10 years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in diverse cultures
- Two years of experience at the rank of sergeant or above.
- Experience in investigating and overseeing major crimes investigations and/or major internal affairs investigations.
- Extensive experience in case management; interview and interrogation techniques; report writing; crime scene management to include the identification, collection, and preservation of evidence; and courtroom testimony.
- Overseas experience in senior level position on an international police assistance mission is preferred.
- Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation.
- Ability to possess/maintain MRPT certification.
