The role will coordinate across stakeholders and deliver accurate programmatic reporting, spend plans, and acquisition documentation to support mission objectives.
Due to federal security clearance requirements, the applicant must be a United States Citizen with an active Secret clearance. This is a contract to hire opportunity. Applicants must be willing and able to work on a w2 basis and convert to FTE following contract duration. - Provide program analysis support across PPBE phases, POM, SPAR, PB, and BES formulation.
- Prepare and update POM/SPAR briefing charts and Congressional Justification materials.
- Organize and support briefings, including Army Program Budget Briefings, and maintain supporting charts.
- Develop and manage spend plans for PM TN programs using required government tools and databases.
- Monitor program execution and report status and variances.
- Record transactions and maintain business, technical, acquisition, and financial data within PMRT modules.
- Prepare responses to data calls from higher Army headquarters.
- Coordinate extensively with Program Managers, PEOs, DA staff, other services, and industry personnel.
- Apply independent expert knowledge of program planning, evaluation, and alignment to Army missions and objectives.
- Select methods, plan tasks, and drive work to completion with minimal guidance while adhering to analytical procedures.
- Prepare, coordinate, and review portions of plans, schedules, and milestones.
- Organize, schedule, and support meetings to address programmatic issues.
- Prepare DoD programmatic reporting, acquisition documentation, milestone decision documentation, and manage spend plans.
- Support program planning, evaluation, and financial management, including cost analysis and contractor performance measurement.
Experience Requirements:

- Minimum seven years of related experience supporting PPBE, POM, SPAR, PB P&R forms, BES P&R forms, PMRT, and CCaR in a program analyst role.
- Experience must be within a DoD PEO, an O6 Project Manager office, or an O5 Product Manager office.
- Proficiency with US Army PMRT, including CCaR, PPMT, PDAA, PMRT Enterprise, and P&R Forms Application for Procurement and RDTE.
- Demonstrated ability to prepare spend plans, monitor execution, and report status using government tools and databases.
- Experience preparing and delivering briefing materials for POM, SPAR, Congressional Justifications, and Army Program Budget Briefings.
- Proven coordination experience with Army headquarters, PEOs, DA staff, other services, and industry.
- Ability to prepare DoD programmatic reporting, acquisition documentation, and milestone decision documentation.
- Experience supporting cost analysis and contractor performance measurement for assigned programs.
- Active Secret clearance.
- CDFM certification by ASMC (preferred).
