Primary Function

Serves as the senior operational lead for Yulista's Aircraft Operations Support (AOS) function at NASA Armstrong Flight Research Center (AFRC), working under the direction of the onsite Program Manager. Provides day-to-day leadership, coordination, and integration of all AOS maintenance, quality, training, and safety functions to ensure operational readiness, schedule adherence, and mission success. Acts as the primary integrator between Yulista functional leads, subcontractor partners, and NASA Flight Operations, ensuring all work is executed safely, efficiently, and in compliance with NASA, FAA, and AS9100/9110 standards.

Essential Duties

Leadership and Program Integration
  • Serve as the senior onsite Yulista representative for all AOS functions, providing unified leadership to maintenance, quality assurance, training, and EHS departments.
  • Ensure day-to-day site operations align with the Program Manager's cost, schedule, and performance objectives.
  • Translate contractual and program directives into actionable plans and milestones for subordinate managers.
  • Represent Yulista in daily interactions with NASA's AFRC Flight Operations, Engineering, and Quality organizations.
  • Facilitate communication and coordination between onsite functional leads, subcontractor partners (KAI and i3), and offsite support staff.


Operational Oversight
  • Oversee execution of aircraft maintenance, inspection, and modification schedules across multiple hangars and support facilities.
  • Ensure compliance with NASA procedures, FAA 14 CFR Part 43, and AS9100/9110 standards.
  • Direct operational risk management, production coordination, and maintenance resource allocation across all aircraft platforms.
  • Maintain awareness of daily flight line status, aircraft discrepancies, and critical maintenance timelines.


Customer Interface and Reporting
  • Support the PM to liaison with NASA AFRC leadership, participating in daily production and safety meetings, and mission readiness reviews.
  • Provide timely reporting to the Program Manager regarding operational status, risks, and performance metrics.
  • Ensure Yulista's commitment to transparency, responsiveness, and accountability in all Government communications.


Compliance and Safety Management
  • Ensure adherence to all applicable safety, environmental, and quality management requirements, including NASA's Safety and Health Plan (SHEMP) and Drug & Alcohol Testing Program.
  • Partner with the EHS Coordinator and QA Manager to promote a proactive safety culture and compliance with NASA and OSHA standards.
  • Oversee internal readiness inspections, audits, and corrective action implementation.


Personnel Management
  • Supervise the Maintenance Manager, QA Manager, Training Manager, and EHS Coordinator, ensuring consistent leadership and coordination across disciplines.
  • Promote workforce engagement, professional development, and retention initiatives consistent with Yulista's "People First" culture.
  • Oversee labor utilization and ensure equitable workload distribution to meet operational demands.


Programmatic and Administrative Support
  • Support the Program Manager with performance reporting, deliverables, and phase-in/phase-out activities.
  • Ensure coordination between onsite operations and offsite PMO functions, including Contracts, HR, and Business/Finance.
  • Participate in IPTs, audits, and contract data requirements (CDRLs) as delegated by the Program Manager.
  • Support phase-in planning, incumbent transition, property management inventories, and readiness reviews.


Continuous Improvement
  • Lead site-level performance reviews to identify process efficiencies, reduce downtime, and enhance mission readiness.
  • Recommend resource realignment, training initiatives, and process improvements to the Program Manager and corporate leadership.


Supervisory Responsibilities

Directly supervises site-level functional managers, including the Maintenance Manager, Quality Assurance Manager, Training Manager, and EHS Coordinator. Provides guidance and direction to all subordinate Yulista and subcontractor personnel assigned to the AOS task area. Exercises full supervisory authority for hiring, evaluation, and performance management in coordination with the Program Manager and HR.

Desired Knowledge, Skills & Abilities
  • Strong leadership and communication skills, capable of managing multi-disciplinary teams in a complex flight operations environment.
  • Expert knowledge of aircraft maintenance, inspection, and modification programs supporting high-performance jet and research aircraft.
  • Thorough understanding of NASA operations, FAA 14 CFR, AS9100/9110, and DoD aviation standards.
  • Proven ability to manage large technical workforces under collective bargaining agreements (CBA).
  • Excellent problem-solving and decision-making abilities under operational pressure.
  • Skilled in resource allocation, workload planning, and process optimization.
  • Proficient in NAMIS, Microsoft Office Suite, and project scheduling tools.
  • Strong interpersonal skills and ability to maintain collaborative relationships with customers and subcontractors.


Required Qualifications
  • Education: Bachelor's degree in Aviation Maintenance, Engineering, Management, or related discipline; equivalent experience considered.
  • Experience: Minimum 10 years of aircraft maintenance and operations management experience, including 5 years in a senior leadership or site management role overseeing multi-platform aircraft maintenance.
  • Certification: FAA Airframe & Powerplant (A&P) certificate or military equivalent strongly preferred.
  • Knowledge: Demonstrated knowledge of NASA flight operations, AS9100/9110, 14 CFR, and safety/environmental program management.
  • Security Clearance: Must be a U.S. Citizen able to obtain and maintain a Secret clearance.
  • Other: Must pass background check and drug screening; prior experience managing unionized personnel preferred.


Working Environment

A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Overtime may be required.
