SMX Technologies is seeking a detail-oriented and mission-focused Range Operations Manager (ROM) / Range Training Officer (RTO) to support operations at Andersen Air Force Base, Guam, under the Second Island Chain (SIC) support contract. This role supports the planning, coordination, and execution of live air training and Combat Training System (CTS) operations in support of U.S. Indo‑Pacific Command's Pacific Multi‑Domain Training and Experimentation Capability (PMTEC) Theater Campaign Plan. The ROM/RTO performs the functions defined for Range Training Officers in the PWS and works closely with all functional positions supporting range, LMOC, CTS, maintenance, logistics, communications, and joint force integration.
This position is located in Guam and will require travel to other Pacific locations.
This position requires a DoD Secret with eligibility for Top Secret which requires US citizenship for work on DoD contracts.

Essential Duties & Responsibilities
- Plan, coordinate, and support execution of live air training events, mission rehearsals, and exercises in accordance with approved range procedures.
- Support LMOC operations by monitoring mission execution and coordinating with CTS operators, maintenance personnel, and range control staff.
- Coordinate with all associated positions included Site Management, CTS Operations and Maintenance, Communications and Network Maintenance, Logistics, and Joint Force Liaison Officers.
- Assist in scheduling and deconfliction of airspace, range resources, CTS assets, and personnel to meet mission requirements.
- Ensure compliance with range safety rules, operational risk management (ORM) processes, and mission approval requirements.
- Support pre‑mission planning meetings, briefings, execution monitoring, and post‑mission debriefs.
- Coordinate with maintenance and logistics personnel to account for equipment availability, system degradation, and operational impacts.
- Assist in collection, validation, and support of mission data used for training feedback and After-Action Reports (AARs).
- Communicate mission status, constraints, and changes to stakeholders during execution.
- Support joint and coalition training operations, including CENTRIXS‑enabled events, as required.
- Assist in preparing operational updates, readiness summaries, and range utilization information for leadership reviews.
- Document mission issues, lessons learned, and recommended improvements in accordance with contract requirements.
- Support routine LMOC and range operations during periods when major exercises, rehearsals, or live training events are not active.
- Assist with daily coordination and synchronization activities across CTS operations, maintenance, logistics, communications, and range control teams.
- Participate in planning meetings, coordination calls, and working groups to prepare for upcoming training events and operational requirements.
- Support development, review, and refinement of training scenarios, range procedures, and operational workflows.
- Assist with documentation updates, lessons learned tracking, and process improvements based on prior training events.
- Support system readiness activities by coordinating with maintenance and operations teams to identify potential impacts to future training schedules.
- Provide administrative and operational support to range leadership, including preparation of briefing materials, schedules, and status updates.
- Assist in tracking range utilization, operational availability, and mission support metrics.
- Support familiarization, cross‑training, and continuity activities within the range and LMOC team.
Required Skills & Experience
- Associate's or bachelor's degree in aviation, Operations Management, Military Studies, or related field (or equivalent military experience).
- Minimum 3-5 years of experience supporting range operations, LMOC activities, CTS/ACMI environments, or military air training operations.
- Familiarity with airspace management, live flight training operations, and range safety procedures.
- Ability to interpret operational plans, range directives, and technical documentation.
- Strong organizational skills and ability to manage multiple priorities in a dynamic training environment.
- Effective written and verbal communication skills.
- Ability to work independently and collaboratively across government and contractor teams.
Desired Skills & Experience
- Prior military experience as a Range Training Officer, Aircrew, Weapons Officer, Air Battle Manager, or equivalent.
- Experience supporting PACAF or INDOPACOM training environments.
- Familiarity with PMTEC or multi-domain training events.
- Experience operating in OCONUS or deployed environments.
- Proficiency in Microsoft Office and operational tracking tools.
