The MITRE Intelligence Center is seeking a Principal Resource Advisor to support the Intelligence Community Chief Financial Officer (ICCFO) within the IC Enterprise Operations Department (N924), part of MITRE's National Intelligence Directorate (NID), based at MITRE's McLean campus.
This role serves as a senior, trusted advisor providing objective, conflict-free support to IC-wide financial and acquisition governance bodies, including the ICCFO and Intelligence Community Senior Procurement Executive (IC SPE), as well as ODNI execution organizations such as the Chief Financial Executive (CFE) and Senior Procurement Executive and Head of Contracting Activity (SPE/HCA). The Principal Resource Advisor supports coordination, integration, and execution across multiple ICCFO-aligned work efforts, helping translate governance decisions into executable financial, budgetary, and acquisition actions across the Intelligence Community.
The position requires deep knowledge of IC financial and acquisition processes, strong judgment, and the ability to operate effectively with senior government leaders while integrating MITRE capabilities across teams and work programs.
The primary responsibilities of the position must be carried out in person in McLean, Virginia, with regular presence at ODNI facilities and flexibility to respond to sponsor needs.
Roles & Responsibilities:
Serve as a senior Principal Resource Advisor supporting ICCFO-aligned activities, providing objective, independent analysis and advisory support across IC financial, budgetary, and acquisition governance.
Support integration and coordination of multiple ICCFO-related work efforts, ensuring alignment across MITRE teams and consistency with IC-wide governance priorities.
Advise senior IC and ODNI leadership on Intelligence Planning, Programming, Budgeting, and Execution (IPPB&E) matters, including implications of governance decisions for execution-year outcomes.
Contribute to development and review of key financial and congressional products, including elements of the Congressional Budget Justification Book and related budget materials.
Support financial execution oversight activities, including interagency funding actions, execution monitoring, and issue resolution.
Identify opportunities to strengthen financial governance, improve acquisition execution, and enhance transparency and efficiency across IC processes.
Serve as a thought partner to ICCFO and IC SPE stakeholders, helping frame options, assess tradeoffs, and inform enterprise decision-making.
Mentor and guide staff supporting ICCFO-related efforts, contributing to technical quality, analytic rigor, and professional development without serving as a project manager of record.

- Bachelor's degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience.
- Demonstrated experience supporting the Intelligence Planning, Programming, Budgeting, and Execution (IPPB&E) lifecycle within the Intelligence Community or comparable federal enterprise.
- Experience advising or supporting IC-wide financial, acquisition, or governance organizations (e.g., CFO, SPE, enterprise councils).
- Strong knowledge of federal budgeting, financial management, acquisition policy, or execution oversight.
- Proven ability to engage effectively with senior government executives in an advisory capacity.
- Experience coordinating across multiple teams or work streams in a matrixed environment.
- Active TS/SCI with CI Poly.
- U.S. Citizenship required.
- Ability to work on-site five days per week in McLean, Virginia. Bachelor's degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience.
Preferred Qualifications:
- Direct experience supporting IC CFO organizations, IC Senior Procurement Executive functions, or other IC-level financial or acquisition governance bodies across multiple phases of the IPPB&E lifecycle.
- Experience supporting IC-wide governance forums, councils, or boards related to finance, acquisition, or enterprise management.
- Experience supporting development of Congressional Budget Justification Books (CBJBs) or responding to congressional budget inquiries.
- Demonstrated success improving acquisition efficiency, financial governance, or execution transparency.
