Position Title: Requirements Analyst (CD&I / MCCDC Support)
Location: Quantico, VA
Clearance Requirement: Ability to obtain Secret security clearance

Position Overview
The Requirements Analyst provides on-site analytical and subject matter expertise in direct support of Capabilities Integration Officers (CIOs) within Capabilities Development & Integration (CD&I) at Marine Corps Combat Development Command (MCCDC), Quantico, VA. This position supports the end-to-end requirements development and capability integration of lifecycle, translating operational needs into validated material requirements and acquisition documentation. The analyst directly supports Marine Corps force development, acquisition decision-making, and resource prioritization activities to ensure timely delivery of warfighting capabilities.

Key Responsibilities
• Provide on-site requirements analysis and subject matter expertise to CD&I Capabilities Integration Officers (CIOs) at MCCDC.
• Document USMC material requirements and draft acquisition and requirements documentation for Government staffing, coordination, and approval.
• Conduct periodic analytical reviews to validate and refine Approved Acquisition Objectives (AAOs) and requirements baselines.
• Develop, analyze, and draft Program Objective Memorandum (POM) inputs and supporting justification aligned to validated requirements.
• Provide analytical support to POM budget development, budget exhibits, and resourcing decisions in coordination with CD&I and MARCORSYSCOM stakeholders.
• Coordinate with operating forces to identify capability gaps, operational risks, and mission impacts to inform requirements refinement.
• Facilitate integration and traceability between CD&I requirements and MARCORSYSCOM Program Management Offices (PMOs) to ensure acquisition alignment.
• Assist in development, staffing, and adjudication of Joint Capabilities Integration and Development System (JCIDS) artifacts (e.g., ICDs, CDDs, CPDs).
• Support development of Concepts of Employment (COEs), Operational Mode Summaries/Mission Profiles (OMS/MPs), and force development documentation.
• Prepare and deliver capability briefs, executive decision-support packages, and information papers for senior Marine Corps leadership.
• Support Integrated Product Teams (IPTs), working groups, and governance forums related to requirements development and capability integration.

Required Qualifications
• Bachelor’s degree in Engineering, Systems Engineering, Operations Research, Business, Public Policy, Defense Studies, or a related field (or equivalent experience).
• 3+ years of experience supporting DoD requirements development, capability analysis, or acquisition programs.
• Familiarity with USMC or DoD requirements processes, JCIDS, and force development constructs.
• Working knowledge of PPBE/POM processes and DoD budgeting fundamentals.
• Experience drafting and staffing requirements documentation, acquisition support artifacts, and executive briefings.
• Strong analytical, technical writing, and briefing skills.
• Ability to work on-site in Quantico, VA and interface effectively with senior Government stakeholders.
• Ability to obtain and maintain a Secret security clearance.

• Experience with capability gap analysis, requirements traceability, and acquisition alignment.

• Master’s degree in Systems Engineering, Defense Analysis, Public Administration, or related discipline.
