Primary Level Salary Range: $126,600.00 - $219,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Role and Impact:
- Manage the department staffing, resources, tools, and training (as needed).
- Engage with Business Unit/Division leadership to develop estimating strategies needed to successfully capture new business.
- Understand and adhere to internal and external policies and procedures as it pertains to the role.
- Establish strategic relationships both internally with business unit leadership, and externally, with government counterparts.
- Review and approve all new business proposals, engineering change proposals (ECPs), ROMS, BPEs, and task orders including, but not limited to, fixed price, cost type, time and materials, and IDIQ contracts, and DCAA/DCMA Audit interface.
- Participate and/or Lead Division/Sector Cost Red Teams, ICE, and other Program Cost Reviews and Signoffs.
- Other duties as assigned.

Basic Qualifications:
- Bachelor's degree in a relevant discipline (to include: Economics, Mathematics, Business, Finance, Operations Analysis, Engineering) with 7+ years of relevant professional experience - OR - Master's degree in a relevant discipline (to include: Economics, Mathematics, Business, Finance, Operations Analysis, Engineering) with 5+ years of relevant professional experience.
- Will consider an additional 4+ years of experience in lieu of degree.
- Experience leading projects and/or experience directly or indirectly managing others.
- Proven ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management.
- Demonstrated expertise in business management, cost/risk modeling, pricing, estimating, and a working understanding of Government and commercial contracting and subcontracting.
- Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of professionals and leadership.
- Ability to travel up to 25% of the time.
- Requires an active U.S. Government DoD Secret security clearance at time of application, current and within scope. US Citizenship is a prerequisite.
Preferred Qualifications:
- Knowledge of Northrop Grumman Space Systems portfolio past and current.
- ICEAA certification (e.g., PCEA or CCEA).
- Relevant experience (including exposure) in the cost/business management/ops research world, with a strong knowledge of quantitative risk techniques, cost and risk modeling, probability, and government contracts.
- Experience in the aerospace industry.
- Demonstrated experience to maintain independence while conducting analysis.
- Well versed in a broad range of cost estimating methodologies with the ability to implement, model and train them effectively.
- Active SCI security clearance.
