POSITION OVERVIEW:
STi is seeking a Technical Lead / Software Architect to provide Advisory & Assistance Services (A&AS) in support of the NORAD and USNORTHCOM J8 mission at Peterson SFB. This role leads the sustainment, enhancement, and integration of the Analytical Visualization Toolkit (AVT) and associated mission analysis tooling, including the Radar Obstruction Evaluation Model/Simulator (ROEMS).
The Technical Lead is the primary technical interface with Government stakeholders and owns architecture decisions, integration risk management, release quality, and technical execution across a small delivery team.
AVT is a collection of customized software modules with high reliance on AGI Systems Tool Kit (STK) supporting high-fidelity modeling and system-of-systems architecture analysis across space, air, land, and maritime mission areas. Work includes updates/modifications (bug fixes, performance, compatibility) and enhancements (new features/capabilities), plus documentation and direct modeling & simulation execution/analysis support.
PRIMARY DUTIES AND RESPONSIBILITIES:
You’ll lead software architecture and delivery for AVT/ROEMS modernization, integration, and sustainment. Responsibilities include:
Technical leadership & architecture
• Own end-to-end technical architecture for AVT/ROEMS sustainment, updates/modifications, and enhancements.
• Translate Government analytical needs into technical requirements, designs, implementation plans, and release strategies.
• Lead technical design reviews; approve patterns, interfaces, and integration approaches; set engineering standards (coding, branching, reviews).
• Identify technical risks early (integration, performance, data, security) and implement mitigation plans.
Program execution & customer interface
• Serve as day-to-day technical point of contact with Government stakeholders and AVT users.
• Lead planning/scoping meetings, backlog grooming, and prioritization discussions (short-, mid-, long-term efforts).
• Coordinate sprint/release planning, milestone tracking, delivery tradeoffs, and technical inputs for monthly status reporting (progress, risks, next up).
Development oversight, sustainment & integration
• Lead implementation of priority features or complex fixes hands-on when needed.
• Maintain and evolve AVT integrations/interfaces with Government and COTS/GOTS modeling environments, including (as applicable):
○ STK products and plug-ins; STK Programming API development
○ Interfaces/scripts for AFSIM, MATLAB, Microsoft Excel, imagery/terrain products, and model I/O workflows
○ Integration of mission analysis tools such as HFRAD, SASI, and EASEE (as required by the Government baseline list)
• Maintain/enhance the PostgreSQL data repository supporting AVT/ROEMS (scenario and platform data), ensuring compatibility between toolsets.
Quality, configuration management & documentation
• Enforce disciplined configuration management (branching, tagging, baselines) and release management practices.
• Implement measurable test strategy (unit/integration/regression) to protect mission workflows and stabilize releases.
• Produce/maintain technical documentation (architecture diagrams, interface notes, developer onboarding, user help where applicable).
• Support vulnerability mitigation and security-compliant engineering practices aligned with controlled network environments.
Secondary network administrative support (ATDN)
• Provide backup/assistive support to the Analysis Test & Development Network (ATDN) administrator (limited LOE, as needed on-site), including:
○ User accounts/password resets/account lockouts
○ Software installation/troubleshooting (e.g., licensing/server restarts, common error diagnosis, configuration)
○ OS/network troubleshooting, patching, and STIG-related configuration remediation
○ Environments may include Windows Server, Linux/Red Hat, and Nutanix virtualization
MINIMUM QUALIFICATIONS
U.S. Citizenship required. Active DoD Secret clearance required at start (no exceptions).
• 7+ years software engineering experience, including 3+ years in a technical lead/architect capacity
• Demonstrated experience sustaining and evolving production software used for mission/engineering analysis
• Strong experience with modern engineering practices and at least two of: Python, C#, C++, Java
• Experience with architecture patterns (modular/service-oriented) and leading small teams (2–5) through full lifecycle delivery
• Proven capability in: code reviews, branching strategy, release management, technical design documentation, and customer-facing communication
• Familiarity with controlled networks (e.g., NIPR/SIPR-like environments) and security-aware development practices
• Experience modernizing legacy codebases safely (refactoring, test harnesses, incremental redesign)
PREFERRED QUALIFICATIONS:
• Hands-on experience with STK development (STK Programming API, plug-ins, integrations)
• Modeling & Simulation background (M&S, operations analysis, systems engineering, mission analysis)
• Experience with one or more: AFSIM, MATLAB, ArcGIS/GIS tools, scenario development
• Radar/line-of-sight/obstruction modeling concepts (ROEMS-style workflows)
• PostgreSQL-backed analytics applications and data repository design
• Network admin experience in mixed OS environments (Red Hat, Windows Server, virtualization)
• DoD certs a plus (e.g., Security+, Network+)
