Duties

This position is in the Wyoming Air National Guard's (ANG) 153d Security Forces Squadron (153 SFS). The purpose is to serve as the Senior Security Officer (Squadron Commander) over the 153 SFS and all aspects of Integrated Defense, Law Enforcement, Air Base Ground Defense, Force Protection, and Anti-Terrorism as the Defense Force Commander (DFC) and Anti-Terrorism Officer (ATO). The incumbent of this position must be assigned as the Drill Status Commander.

(1) Provides supervisory responsibility for subordinate security force squadron personnel to include Active Guard Reserve (AGR) military personnel, Federal Technicians, Security Cooperative Agreement (SCA) employees, and Drill Status Guardsman (DSG) to meet all Integrated Defense, LE and AT/FP requirements for the installation.
(2) Directs, plans, organizes, and oversees all Integrated Defense (ID) and Law Enforcement (LE) activities within an Air National Guard Wing as the Defense Force Commander (DFC).
(3) Directs, plans, organizes, and oversees all Anti-Terrorism (AT) and Force Protection (FP) activities within an Air National Guard Wing as the Anti-Terrorism Officer (ATO).
(4) Directs assessments of complex internal and external factors for effect to the organization and assigned missions.
(5) Conducts formal and informal assessments to determine criticality of organizational functions, identify vulnerabilities, assess internal and external threats, and calculate associated risk to wing mission(s) and personnel.

KEY REQUIREMENTS:
Open to current active-duty Air Force, Air Force Reserves, and other states' Air National Guard members.
Must submit vMPF Rip, DVR, or CDB with resume.
Must become a military member of the Wyoming Air Nat'l Guard before appt.

Federal employment suitability is determined by a background investigation.

PCS costs are not authorized. Must be willing to relocate at own expense if selected.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

CONDITIONS OF EMPLOYMENT:
1. Must have at a minimum, a completed Top-Secret clearance or obtain within 1 year of appt.
2. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
3. Irregular and/or overtime hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. Required to handle and safeguard sensitive, personal, and/or classified or information in accordance with regulations to reduce potential compromise.
5. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
6. Subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
7. Must maintain weapons qualifications commensurate with AFSC 31P3, and armed, if required, in the performance of duties.
8. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

AREAS OF CONSIDERATION:
The consideration of qualified eligible candidates will be as follows:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the 153 SFS.
Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; able to apply procedures and directives by reading and interpreting technical material; ability to communicate clearly and effectively orally and in writing, using presentation and report formats; demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; learned ability to assess the surrounding environment to recognize immediate risk levels.

SPECIALIZED EXPERIENCE:
Must possess at least 1-year specialized experience equivalent to the next lower grade level (GS-12). Experience, education or training developing, implementing, and managing the Wing's law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection programs. Working knowledge on Security Forces programs and the Defense Force program with expert knowledge and premier technical authority on the development, implementation, and management of law enforcement, physical security, installation security, and anti-terrorism programs, policies, procedures, and equipment.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

COMPATIBLE MILITARY ASSIGNMENTS:
Officer: 31P3, Security Forces Qualified

Must have completed OR be currently enrolled in the Air Force Security Officer Course.

OTHER QUALIFICATION REQUIREMENTS:

EXPERIENCE: For award of AFSC 31P3, you must possess at least 24 months of experience in a Security Forces billet, regardless of whether you have completed BOC, or not.

MEDICAL REQUIREMENTS:Must have the capacity to perform essential functions and operations without risk to themselves or others. Must have normal color vision; and must meet the military physical demand ratings for lifting and standing work. Must physically qualify in compliance with Department of Defense, along with the Department of the Air Force medical standards, as required/specified by the applicable Air Force military skill medical requirements.

Prior to appointment, applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test.

Must not have a record of claustrophobia or claustrophobic tendencies.

KNOWLEDGE: Must possess knowledge of Air Force SF programs and management functions, such as installation security measures; security concepts for nuclear and conventional weapon systems and resources; air base defense, vulnerability assessment and mitigation; police services including law enforcement, traffic management, confrontation management, investigations, and military working dog utilization; programming and budgeting procedures; principles of deployment, operational capabilities, limitations, and vulnerabilities; basic security equipment capabilities; combat arms training and maintenance; employment and operator maintenance of assigned weapons, and Integrated Defense Risk Management Factors (IDRMF).

TRAINING: Completion of the Basic Officer Course (BOC) is mandatory for all personnel entering the 31P career field and is requirement for award of the 31P3 AFSC. Additionally, 31Ps commissioned in 2021 or later will attend Combat Leaders Course (CLC) between 2-5 years Commissioned Time in Service (CTIS) for award of 31P3. BOC is a prerequisite for attending CLC. 31P officers should attend the Integrated Command & Control Course (IDC3) between 5-8 years CTIS. BOC and CLC are prerequisites for IDC3.

NO DISCIPLINARY ACTION: Must not have received any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions regarding Air Force Professional and Unprofessional Relationships.

Education

EDUCATION REQUIREMENTS:
An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum .
