Environmental Specialist (NEPA Specialist)

Cherokee Nation Government Solutions is seeking an experienced Environmental Engineer - NEPA Specialist to join our team supporting the AFIMSC Det 2 in planning, management, and execution of U.S. Air Force (USAF) and U.S. Space Force (USSF) environmental programs in the Pacific region. Candidate will work as an integral part of our team working with the Pacific Air Forces (PACAF), installations, and communities to plan projects, ensure compliance, and provide technical support for high profile initiatives at installations and other locations throughout the Pacific.

Compensation & Benefits:

Estimated Starting Salary Range for Environmental Engineer - NEPA Specialist: Pay commensurate with experience.

Environmental Specialist (NEPA) Responsibilities Include:
  • Provide full-time, on-site management, inspections, acquisition, solid waste and recycling technical services at the Joint Base Pearl Harbor-Hickam, Hawaii office.
  • Work with installation, DAF, DoW and other entities to gather, review and submit NEPA technical data in support of these programs.
  • Conduct NEPA analyses for testing and training exercises, resource management plans, and project siting or construction activities .
  • Collect and analyze data, prepare required documents, and facilitate the NEPA process including public meetings and cultural consultations.
  • Monitor and update databases and records libraries and support data call analysis to include EASIER, EESOH-MIS, and eDASH including the Plans & Permits Tracker. Additional duties will include administrative reach back and include access for those systems (TMT, etc).
  • Ensure completeness, accuracy, currency, and consistency of all records, and compliance with applicable business rules and guidance.
  • Review data provided by the installations, perform a trend analysis, to include whether data is consistent or inconsistent with expected values, describe why changes may be occurring, and provide recommendations for program adjustments or data approval to the DAF PM and COR.
  • Track the status of, write, review and or edit environmental statements of work, cost estimates, acquisition strategies, plans and permits for these programs.
  • Work with the Det 2 CEV PMs and base personnel to anticipate and when feasible, prevent, the submission of late plans and programs.
  • Work with base POCs, Det 2 and CZOP PMs to ensure status of plans and programs are updated on a weekly basis.
  • Site leader for Environmental (NEPA related) deliverables, tasks, and employees.
  • Perform other job-related duties as assigned.

Environmental Engineer Experience, Education, Skills, Abilities requested:
  • Must be an environmental engineer, environmental scientist, chemist, or physical scientist
  • 3-5 years of NEPA related experience.
  • BA/BS (or higher) degree from an accredited college or university, with a major in environmental engineering, environmental science, geology, physics, chemistry, mathematics, or a closely related scientific field
  • Experience with federal projects and Pacific region preferred
  • Ability to organize and gather project data, conduct analysis, prepare reports, and provide recommendations without assistance
  • Good organizational skills and excellent communication skills both oral and written
  • Excellent computer skills including Microsoft Office (Outlook, Excel, Word, PowerPoint)
  • Current USA passport (or ability to obtain within five months)
  • Ability to obtain and maintain a US DoD-issued CAC card (i.e., NACI/SF85)
  • Must pass pre-employment qualifications of Cherokee Federal
