Job Description
ECS is seeking a Proposal Analyst to work in our Fairfax, VA office.
The Proposal Analyst team consists of innovative, initiative-taking, and collaborative professionals who support ECS Proposal Operations (PropOps). This team is a tight knit, highly efficient group providing proposal support to the entire growth engine at ECS. We have high standards for the work we produce, with an emphasis on attention to details. We have developed an in-house training program to ensure new analyst hires are sufficiently prepared for their roles and can quickly acclimate to the job. This position offers a balance of independent and collaborative work. Due to PropOp's position as a centralized function at ECS, this is an exciting and rare opportunity to work with all business units and divisions within a large business with plenty of growth opportunities across the company.
The Proposal Analyst's role expands beyond the traditional Proposal Coordinator role by working in lock step with Proposal Managers throughout the full lifecycle of proposal development; supporting Request for Information (RFI) development; administering and maintaining SharePoint repositories; providing guidance related to SharePoint or MS Word; and providing administrative proposal support. The analyst also conducts skilled desktop publishing and copyediting activities. Additionally, the Proposal Analyst writes and enhances resumes and past performance citations. This work can translate into other roles within PropOps including proposal writer and proposal manager making this a suitable role for anyone who has an interest in the content side of proposal development (writing, editing, and proposal management) and the technical side (SharePoint, troubleshooting, process automations, etc.).

Responsibilities:
Proposal Content Development:
- Uses exceptional written and verbal communication skills daily to create, tailor, and edit content.
- Supports Proposal Managers in such areas as: resumes and past performance references development, tailoring tailors such materials to better meet solicitation requirements.
- Performs copyediting, formatting and desktop publishing activities on proposal documents. Regularly reviews and copyedits proposals, focusing on desktop publishing, grammar, and style depending on the proposal stage.
- Participates in meetings with proposal team and other key stakeholders to review win themes, competitive assessments, and proposal strategy.
- Consolidates color team review comments as required, combining and resolving duplicative feedback items.
- Regularly liaises with proposal contributors to create responsive Request for Information (RFI) templates. Selects RFI cover designs, creates compliant response outlines, inserts appropriate base content (leveraging AI and other automated tools), and conducts final RFI desktop publishing activities.
- Supports development of CUI/ITAR RFI responses and proposals in a GCC High environment.
- Fulfills production activities for hard-copy proposal submissions.
- Creating compliance matrices, win themes, letters of commitment, letters of authorization, master tracking workbooks, non-disclosure agreements, notices of intent to bid, resumes, past performance, walls of truth and other proposal artifacts leveraging pre-built templates.
- Managing and reporting on status of letters of commitment and letters of authorization, subcontractor data calls, NDAs, and past performance questionnaires.
Administrative/Technical:
- Builds and maintains SharePoint sites for proposals. Provides consultative guidance on recommended changes to the SharePoint environment.
- Troubleshoots SharePoint access rights issues.
- Administers 3 rd -party SharePoint access requests.
- Supports company SharePoint-Salesforce integration initiatives.
- Supports Proposal Managers by taking notes and recording action items to proposal meetings, including daily tag ups, color reviews, etc.
- Performs logistics/scheduling activities, manages data calls to subcontractors, supports color team evaluations and White Glove efforts as needed by the Proposal Manager.
- Conducts coordination with key stakeholders, including 3 rd -party members.
- Administers SharePoint environment for each proposal development opportunity as assigned. This includes site setup, permissions requests, troubleshooting, document filing, and other duties as needed.
- Performs administrative tasks as needed, including but not limited to scheduling meetings on behalf of Proposal Managers, printing hard copy materials to support onsite meetings, and accurately filing documents in SharePoint.
- Supports tasks related to business intelligence such as database updates.
- Ordering and catering meals during work through lunch proposal activities.
- Ordering PropOps and Strategy Operations office supplies and occasional IT items such as cameras, mice, microphones, etc.
- Creating Purchase Requisitions for subcontracted labor.
- One or more years of experience serving as a Proposal Coordinator or Analyst in a federal proposal team.
- At least two years of experience using MS Office Suite with high proficiency in Microsoft Word.
- Superior attention to detail, organizational, and multitasking skills. Demonstrates ability to effectively manage and prioritize multiple time-sensitive tasks.
- Strong communication skills, both written and oral. Exceptional writing and/or editing skills are a must.
- Positive, professional, and team-oriented attitude with a "no task is unimportant" work ethic. Proactively identifies and addresses potential issues before they escalate into problems.
- Experience working in a collaborative, deadline-driven environment to draft and edit written content.
- Bachelor's degree in Communications, English, Journalism, Business, or related field (or equivalent experience).
- Extreme attention to detail.
- While this role offers remote flexibility, occasional travel to ECS offices in Fairfax, VA, and the Washington, DC metro area may be required to support in-person proposal meetings.
- Experience with Microsoft Teams, Microsoft Office, Microsoft SharePoint, Adobe Acrobat, and Deltek Costpoint.

- Top Secret clearance with SCI eligibility
