Duties
Help
  • Assume full responsibility for coordinating, planning, and developing technical requirements of stakeholders and monitoring and ensuring performance of all disciplines for execution of the Military Construction (MILCON) program.
  • Plan, direct, coordinate, and review through Program Managers and Project Managers, the work of all disciplines relating to life cycle project execution.
  • Manage project cost, scope, schedule and budget. Set priorities and approve overall project schedules, funding, and make manpower recommendations.
  • Review project progress and set overall project priorities, ensure resolution of project problems, and coordinate final decision on controversial issues.
  • Coordinate project development with stakeholders and managers in functional elements including identification of needs, establishing schedules and budgets, ensuring design and construction of appropriate solutions, and monitoring work progress.
  • Manages the Branch operating budget; evaluate work assignments to determine resource needs.
  • Establish priorities and assure timely completion and acceptable quality of work produced.
  • Developie strategies, implement, evaluate, and constantly improve district processes and procedures to monitor and enhance the effectiveness, efficiency, and quality of business decisions of the organization.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Experience in program and project management involving military construction; 2) Experience analyzing and interpreting complex resource requirements for program accomplishment; AND 3) Experience managing and executing budgets ensuring resources are applied to maximum effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
