The Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for its portfolio of international C4I programs. Support services include administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure. For the scope of this effort, C4I solutions are inclusive of integrated Link 16 SoS architectures to satisfy potential PMA/PMW-101 requirements.
Reporting to the Program Manager, the Cyber Security Analyst provides cybersecurity engineering and information assurance support on the PMW 740 IISS contract.

What You'll Do
- Identify, assess, and manage internal and external cybersecurity risks associated with the design, development, and implementation of cybersecurity architectures and System-of-Systems (SoS) interfaces during the RDT&E phase of the acquisition lifecycle.
- Support Risk Management Framework (RMF), Assessment & Authorization (A&A), and Authority to Operate (ATO) processes, including risk analysis for initial system development and integration activities.
- Develop, validate, update, and maintain RMF/A&A technical artifacts, including cybersecurity architectures, DoDAF products, security control implementation documentation, and supporting physical and logical SoS drawings for afloat, ashore, and expeditionary platforms.
- Analyze the implementation of cybersecurity requirements across the acquisition lifecycle and provide RMF-based risk assessments, mitigation recommendations, and technical inputs to Integrated Product Teams (IPTs) to support A&A reviews, authorization decisions, and continuous monitoring activities.
- Support RMF-compliant SoS interface management by developing, monitoring, and maintaining interface control processes and products that document cybersecurity requirements, control inheritance, interface agreements, and controlling parameters required for authorization and accreditation activities.
- Provide enterprise and system architecture support aligned with RMF and Model-Based Systems Engineering (MBSE), including application of cybersecurity-relevant SysML artifacts and data structures, and integration with authoritative data models and tools.
- Develop cybersecurity roadmaps and forecast future cybersecurity capabilities for integration into forward-looking views of the Navy's Enterprise Architecture and target architectures, ensuring alignment with Science and Technology (S&T) initiatives.
- Operate, administer, secure, maintain, and enhance cybersecurity-related systems, tools, and repositories (software, hardware, networks, configuration management, and data management) within the Naval Integrated
- Modeling Environment (IME) to support RMF execution, A&A assessments, and authorization lifecycle activities.
- Provide systems engineering technical management oversight across cybersecurity-related programs and projects to ensure cybersecurity standards, RMF controls, and interface requirements are consistently implemented across all program interfaces.
- Review, update, and provide technical analysis of acquisition engineering documentation, including system design specifications, human systems integration plans, DoDAF artifacts, RMF/A&A documentation, market research, publications, and cybersecurity roadmap products.
- Attend technical and program meetings as required to provide technical analysis of cybersecurity integration requirements and support RMF execution, risk management, and acquisition decision-making.
- Modify and maintain existing cybersecurity technical drawings, models, and documentation, and provide technical input and support for bid and proposal efforts when requested.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- Bachelor's degree from an accredited university in an engineering discipline is required.
- Ten (10) years of experience providing systems engineering or cybersecurity support to a Navy program office supporting cybersecurity, information assurance, or network security activities.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Travel Required ~25% travel required.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
