Overview

Employment in this role is conditional upon successful execution of the contract by the client.

The Work

The Senior Project Manager is responsible for overseeing, planning, executing, monitoring, and closing complex projects within specified deadlines and budgets. This individual ensures seamless coordination between internal and external stakeholders, drives strategic alignment, and enforces compliance with applicable policies, standards, and government regulations.

Responsibilities

  • Develop and implement project plans, schedules, budgets, and milestones.
  • Monitor project progress, manage risks proactively, and resolve issues promptly.
  • Ensure timely delivery of all contractual deliverables and adherence to performance standards.
  • Build and maintain effective communication channels with clients, external, and internal stakeholders.
  • Lead project reviews with stakeholders to validate requirements and assess progress.
  • Serve as the primary escalation point for project-related concerns.
  • Ensure alignment of project goals with organizational objectives and client priorities.
  • Identify opportunities for innovation and optimization in project execution.
  • Ensure compliance with applicable regulations, including government contracting policies and standards.
  • Manage project risks, implement mitigation strategies, and establish robust quality controls.
  • Generate regular performance reports, including financial, progress, and risk status updates.
  • Maintain accurate project documentation, including contracts, milestones, and communication records.
  • Other duties as assigned.


Qualifications

The qualifications and skills listed below are intended to provide a general overview of the requirements for this position. Additional qualifications, certifications, skills, or experience specific to the client's requirements may be identified and requested upon award of the task order. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's-level degree from a recognized college or university. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis.
  • If no degree has been obtained, 11 years of relevant professional experience. This requirement includes a minimum of 7 years of core experience, supplemented by an additional 4 years of qualifying experience.
  • Project Management Professional (PMP) Certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience.
  • A minimum of seven (7) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
  • A minimum of four (4) years of experience providing diverse technical and management services to government agencies.
  • A minimum of four (4) years of team building, knowledge transfer, and/or mentoring experience.
  • A minimum of four (4) years of experience leading and facilitating team meetings.
  • A minimum of four (4) years of experience in the following:
    • Schedule management and Microsoft (MS) Project
    • Risk and issue management
    • Stakeholder management
    • Scope and change management
    • Business process review and gap analysis
    • Consulting experience for a project worth at least $5M
    • Experience as a lead on an Agile-based project using Agile tools, e.g., JIRA or equivalent technologies.

    • Ability to handle sensitive and confidential information appropriately.

    Desired Qualifications:
    • Master's degree or doctorate from a recognized college or university.
    • Eight (8) or more years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. Five (5) or more years of that experience must have been as a senior PM of one or more large or complex IT projects.
    • Five (5) or more years of experience providing diverse technical and management services to government agencies.
    • Five (5) or more years of team building, knowledge transfer, and/or mentoring experience.
    • Five (5) or more years of experience leading and facilitating team meetings.
    • Five (5) or moreyears of experience in the following:
      • Schedule management and Microsoft
      • (MS) Project
      • Risk and issue management
      • Stakeholder management
      • Scope and change management
      • Business process review and gap analysis
