Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services' company, is looking for an Instructor - Human Source and Surveillance Operations to support the United States (U.S.) Customs and Border Protection (CBP). , Office of Intelligence (OI), Law Enforcement Programs & Technology Division (LEPT-D) provide comprehensive and consistent performance-based training to provide the CBP Intelligence Enterprise (IE) workforce with the core and technical intelligence competencies, including subject matter expertise and professional tradecraft, necessary to execute the CBP IE mission.

Responsibilities

  • Present classroom training lectures.
  • Relate content to CBP operations.
  • Execute exercises.
  • Mentor students.
  • Evaluate student performance.
  • Establish virtual classrooms, including materials, breakout rooms, virtual evaluations, and deliverables.
  • Manage a classroom environment.
  • Facility scheduling, coordination, and execution of training sessions.
  • Coordination with the LEPT-D administrative team for session scheduling, registrations, student rosters, and recording evaluations in the Learning Management System.
  • External coordination with local law enforcement, guest subject matter experts, and guest instructors as applicable for each program.
  • Develop, evaluate, and provide oversight of instructor cadre.
  • Communicate and adhere to security protocols.
  • Assist with pre and post-course support functions and support the broader training initiatives of the IETA.
  • May assist in the effort to define, refine, and facilitate training curriculum development.
  • Other duties as assigned.

Qualifications

  • Must hold an active Top-Secret clearance with SCI eligibility.
  • Senior agency expert on federal law enforcement intelligence processes, source management, and sensitive intelligence operations.
  • Senior agency expert participating and directing Confidential Human Source development and Surveillance operations.
  • Extensive knowledge and experience in the intelligence discipline related to the subject of instruction (ICD 652) (DoDM 3115.11).
  • Extensive experience directly relevant to the Customs and Border Protection course discipline and content (ICD 652) (DoDM 3115.11).
  • Working knowledge of instructional systems design principles and the Analysis-Design-Develop - Implement-Evaluate (ADDIE) or similar models for course development and delivery applications.
  • Experience in strategic planning and execution.
  • Experience working in large and small teams.
  • Prior delivery of 4+ sessions of the CHS and Surveillance training programs as an instructor (Certified training received, and provided at Tradecraft HUMINT schools) is preferred.
  • 10+ years of federal law enforcement preffered
  • Senior agency analyst expert on law enforcement processing, analyzing, and synthesizing information derived from law enforcement source operations.
  • Extensive knowledge on source operations cycle within the analyst role within the targeting, assessing, developing, and handling of source operations.
  • Must be skilled in basic-to-advanced all-source intelligence and/or collection processes related to CBP intelligence operations and germane to the thematic area of the specific course task (these can include, but are not limited to, HUMINT, processing and exploitation, targeting, DOMEX).
  • CBP experience preferred but not required.
  • Professional written and verbal communication skills, as well as sound interpersonal skills.
  • Ability to work with geographically dispersed employees.
  • Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects.
  • Willingness to work a flexible schedule.
