Job Description

We have an opening for a Construction Management Deputy Division Leader. You will be responsible for providing leadership, supervision, and administrative management to a staff of approximately twenty Construction Managers, Inspectors, and subcontractors. This position is in the Project Management Office (PMO).

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, demolition, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

Pay Range

$200,760 - $254,544 Annually

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

You will
  • Under direction from the Division Leader, lead continuous improvement initiatives in the areas of safety, quality and work processes.
  • Manage technical personnel within the division including performance management, disciplinary actions, annual performance evaluations, ranking, career development, mentoring, and recruiting.
  • Provide technical leadership and management of the day-to-day operations of the Construction Management Division and all construction projects assigned to the Division; ensure work performed by employees is of professional quality and in accordance with the LLNL Construction Management Manual.
  • Establish and implement staffing/training plans to maintain a technically competent workforce necessary for the effective and timely execution of current and projected future workloads.
  • Represent the department when interacting with representatives from other LLNL organizations, including the environmental, safety and health (ES&H) teams, to maintain and promote collaborative efforts in facilities design, constructability review, and execution of construction activities.
  • Apply subject matter expertise of construction management principles and practices in broad areas of assignments and related fields; make technical decisions on highly complex engineering problems to affect solutions to problems; establish objectives, and plan and coordinate subcontractors' work activities.
  • Manage and administer subcontracts and control a construction budget of approximately $250M per year of on-site construction projects accomplished through subcontracts.
  • Oversee the development of construction management information metrics on key business processes within the division.
  • Provide expert review of drawings and specifications of subcontract packages when conflicts arise associated with subcontract requirements; perform technical evaluation to resolve conflict.
  • Perform other duties as assigned.


Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Construction Management, Occupational Safety and Health or other relevant engineering discipline, or the equivalent combination of education and related experience.
  • Subject matter expert knowledge of applicable commercial construction codes, standards, construction processes and materials and significant experience in the construction of major laboratory facilities, computer facilities, office buildings, non-reactor nuclear facilities, and/or modernization and revitalization projects in aging facilities.
  • Advanced knowledge and recent experience with decontamination and demolition of radiological facilities including transport and shipping of hazardous waste.
  • Advanced knowledge of applicable state and federal environmental laws and regulations; significant experience in identifying and providing innovative solutions to highly complex construction management and engineering problems.
  • Substantial experience effectively handling multiple tasks and changing priorities.
  • Significant supervisory experience in managing a diverse work force, demonstrated advanced interpersonal and leadership skills, and experience working effectively in a team environment with a diverse group of clients and multi-discipline personnel; experience managing construction projects and budgets.
  • Significant construction safety experience at a DOE facility.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.

Qualifications We Desire
  • Professional registration as a licensed Engineer in California or Construction Management Association of America (CMAA) certification.
  • Experience in ensuring DOE, OSHA, and Laboratory safety standards are established and adhered to.
  • Knowledge of Federal procurement processes.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
