Responsibilities
Duties include, but are not limited to:
- Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to:
- Systems and subsystems
- Equipment procurement activities
- Post-award project/program management tasks
- Acquisition programs throughout their life cycles
- Manage and organize resources and personnel to meet task objectives efficiently and effectively; explore new approaches as applicable.
- Assign personnel to execute SOF & PR Division acquisition management support requirements.
Risk Management
- Assist in developing integrated risk management plans and strategies.
- Analyze and prepare draft recommendations on weapon system contractor production changes for Government consideration.
Configuration & Change Management
- Write, review, and edit program documentation to ensure weapon system changes are accurately identified and recorded.
- Review Engineering Change Proposals (ECPs) and Contract Change Proposals (CCPs).
- Participate in fact-finding and support the Configuration Control Board (CCB) process.
Problem Analysis
- Perform analysis of Government-confirmed problems/issues, including:
- Identification of potential impacts/risks to programs
- Development of mitigation and avoidance strategies
Scheduling & Planning
- Support strategic scheduling and planning documentation such as:
- Integrated Master Plan (IMP)
- Integrated Master Schedule (IMS)
- Develop and maintain master integrated program schedules from concept to fielding.
- Utilize networking software tools for:
- Schedule networking and statusing
- Network graphics generation
- Risk assessments (probabilistic and deterministic) using Monte Carlo simulation
- Evaluate contractor and Government schedules; integrate schedule data.
- Assist with planning for program milestones and reviews.
Program Strategy & Documentation
- Perform analyses to support program strategy decisions and courses of action.
- Provide program assessments for documentation integration and milestone consistency.
- Draft, coordinate, adjudicate comments, and produce final versions of milestone documents.
- Collect technical data and inputs for staff summary packages to support milestone approvals.
Process Improvement
- Recommend alternatives to improve internal management processes.
- Participate in process improvement activities as members/advisors to IPTs and PIWGs.
Requirements Translation
- Translate user requirements documents (CDD, CPD, CONOPS) into weapon system contract RFP documentation.
- Develop recommended program management inputs for PWSs, CDRLs, and other acquisition documentation.
Tools & Systems
- Proficient in Microsoft Project.
- Familiar with CCaRS, SMART, and Air Force/SOF portals for research, analysis, and preparation of deliverables.
- Prepare finished products in technical/non-technical formats, classified/unclassified, as requested.
Meeting & Event Support
- Lead/support activities including:
- Planning and facilitating meetings/offsites
- Developing agendas, slides, and documentation
- Recording and disseminating action items
- Provide advisory assistance and draft documentation for briefings, letters, and planning support.
Program Documentation
- Write, coordinate, and maintain program documentation related to:
- Requirements
- Cost, schedule, performance
- Risk, impacts, and status
Reviews & Audits
- Attend and support reviews, audits, and working groups such as:
- PMRs, PDRs, CDRs, TIMs, TPWGs, TRRs
- Duties include computer setup, slide forwarding, documenting minutes/actions/decisions.
Coordination & Tracking
- Coordinate arrangements, agendas, briefing materials, and track action items for meetings and reviews.
- Collect and prepare materials for staff meetings and programmatic meetings.
Compliance & Best Practices
- Apply knowledge and best business practices to provide DoD, USAF, and USSOCOM acquisition PM support.
- Demonstrate familiarity with USSOCOM Directive 70-1 and acquisition processes for programs up to ACAT 1D.
Qualifications
Minimum Required Qualifications
Citizenship: Must be a US citizen
Clearance: Secret
Education:
- Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
- OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
- OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
Technical Skills
- Microsoft Project Proficiency - Ability to develop, analyze, and maintain Integrated Master Plans (IMP) and Integrated Master Schedules (IMS).
- Scheduling & Risk Analysis Tools - Experience with Monte Carlo simulation-based software for Schedule Risk Assessments (SRA) and other advanced scheduling tools.
- Acquisition & Data Management Systems - Familiarity with CCaRS, SMART, and Air Force/SOF portals for research, analysis, and reporting.
- Configuration & Change Management - Skilled in reviewing Engineering Change Proposals (ECPs), Contract Change Proposals (CCPs), and supporting Configuration Control Board (CCB) processes.
Interpersonal Skills
- Analytical Thinking - Ability to evaluate complex acquisition data, identify risks, and develop actionable recommendations.
- Attention to Detail - Ensures accuracy in program documentation, schedules, and compliance with policies and standards.
