The Software Configuration Analyst is responsible for providing direct support to the Naval Information Warfare Center (NIWC) Pacific in the execution of software configuration management, delivery coordination, and technical support for the C2P CDLMS baseline and associated host combat system integrations across lab, fleet, and Foreign Military Sales (FMS) environments. This includes planning, executing, and documenting software deliveries, configuration changes, and quality assurance activities for both legacy and tech-refresh systems.

CORE FUNCTIONS / JOB DUITES

Ability to perform the following, with some supervision:

Provide comprehensive software delivery support for the C2P Integration Team, internal and external laboratories, Foreign Military Sales (FMS) programs, and Fleet CASREPs.

Coordinate and schedule C2P software deliveries in alignment with Fielding Plans, emergent tasks, and CASREP requirements.

Demonstrate expertise with Continuous Integration/Continuous Deployment (CI/CD) platforms, including Jenkins, GitLab CI, Travis CI, and CircleCI.

Update C2P Site File Hull Unique Parameters (HUP) by implementing Engineering Change Proposals (ECPs) tailored to specific host combat systems.

Collaborate with C2P engineers to develop platform files for newly introduced host combat systems.

Install and verify supporting C2P software - including operating systems and patches-before shipment.

Perform comparative analysis of C2P tactical software against established, tested, and approved baselines.

Maintain and manage data and baseline information within the C2P Guidebook program.

Administer legacy C2P site files using IBM ClearCase for version control and updates.

Continuously improve QA procedures, hardware configurations, and supporting software for both legacy and Tech-Refresh C2P releases.

Refine and sustain supporting documentation, trackers, and spreadsheets (e.g., Fielding Plans, delivery schedules, stakeholder reports).

Communicate regularly with internal and external stakeholders, including ISEA personnel, laboratory testers, and Navy representatives.

Oversee both unclassified and classified shipping and delivery processes for C2P software, ensuring compliance with security protocols.

Maintain courier authorizations and facilitate hand-carrying of classified software for local and scheduled deliveries.

Utilize Unix and Linux command-line tools to navigate development and test environments in office and laboratory settings.

Complete software transmittal forms and preserve accurate delivery records.

Request, verify, and dispatch quarterly C2P Tech-Refresh Windows patches.

Develop and maintain automated test scripts (PowerShell, Python, Bash) to support software verification activities.

Employ configuration, application, and lifecycle management tools to enforce version control across code, packages, libraries, containers, virtual machines, releases, and documentation.

Produce and update documentation for configuration baselines.

Collaborate with project teams to integrate configuration-management practices, ensuring traceability and robust version control.

Establish and support the Change Control process, including submission, review, and approval workflows; actively participate in or support the Change Control Board (CCB) as required.

Recommend and evaluate new tools, methodologies, and process improvements to continuously enhance software engineering and deployment efficiency.

Develop and enforce configuration management plans, policies, and procedures ensuring compliance with organizational and industry standards.

Analyze impacts of configuration changes and advise stakeholders on risk and compliance.

Manage and optimize configuration management tools and databases for accurate tracking and reporting.

SKILLS & ABILITIES

Minimum of three (3) years and basic knowledge of:

Configuration management principles and best practices

Configuration baselines and version control

Configuration control boards and change review processes

Risk assessment related to configuration changes

Configuring and optimizing configuration management tools

Unix/Linux command-line proficiency, desired

Windows server and patch management, desired

Basic scripting (PowerShell, Python, Bash), desired

Version control (CMPRO, GitLab, Jenkins), desired

DoD software fielding and accreditation, desired

Two (2) to three (3) years' experience with US Navy Combat Systems in at least one aspect (I.e., design, development, integration, operation, test, analysis, etc.), desired

EDUCATION & CERTIFICATIONS

GED and/or equivalent years of experience

Preferred (BS STEM Degree)

PAY RANGE

$100,000.00 to $ $125,000.00 annually, DOE

U.S. Citizenship is Required

SECURITY CLEARANCE

Candidates must have an active clearance OR the ability to obtain a US Government security clearance and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
