Overview

The Technical Lead is responsible for overseeing the technical aspects of projects, managing development teams, and ensuring the delivery of high-quality solutions that meet organizational and client-specific requirements. This individual serves as a bridge between technical execution and project stakeholders, offering guidance, leadership, and technical problem-solving to deliver scalable and innovative results.

Responsibilities

  • Provide direction and technical guidance to development teams throughout the software development lifecycle.
  • Lead system architecture design, ensuring scalability, performance, and reliability of technology solutions.
  • Analyze business and technical requirements, translating them into effective and innovative technical designs.
  • Oversee the development and implementation of technical frameworks, prototypes, and systems integrations.
  • Ensure solutions are aligned with organizational objectives and project goals.
  • Collaborate with cross-functional teams, including developers, testers, and project managers, to ensure smooth technical delivery.
  • Mentor and support team members, fostering a culture of innovation, learning, and continuous improvement.
  • Ensure all deliverables meet quality assurance requirements, including functionality, performance, and security.
  • Promote the use of modern tools and techniques to optimize productivity and effectiveness.
  • Proactively identify technical risks and develop mitigation strategies.
  • Troubleshoot and resolve bottlenecks, bugs, and issues to reduce project delays.
  • Collaborate with stakeholders to capture requirements, define technical objectives, and communicate progress.
  • Ensure alignment between technical delivery and business stakeholder expectations.
  • Research emerging technologies and recommend adoption of tools and practices to improve efficiency.
  • Stay updated on trends in technology and ensure technical deliverables remain cutting-edge.
  • Other duties as assigned.


Qualifications

The qualifications and skills listed below are intended to provide a general overview of the requirements for this position. However, due to the anticipated nature of the contract and the absence of a finalized task order from the client, this list should not be considered all-encompassing. Additional qualifications, certifications, skills, or experience specific to the client's requirements may be identified and requested upon award of the task order. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's-level degree from a recognized college or university in an IT-related or Engineering field. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis.
  • If no degree is obtained, 9 years of experience is required.
  • A minimum of five (5) years of experience aligning IT systems with organizational business processes. At least three (3) years of that experience must have been in a lead capacity.
  • A minimum of three (3)years of progressively complex experience and intermediate-level skill in analysis, design, programming, and testing.
  • A minimum of two (2)years of experience developing, testing or maintaining large management information applications.

  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately.

Desired Qualifications:
  • Master's degree or doctorate from a recognized college or university.
  • Six (6) or more years of experience aligning IT systems with organizational business processes. Four (4) or more years of that experience must have been in a lead capacity.
  • Four (4) or more years of progressively complex experience and intermediate-level skill in analysis, design, programming, and testing.
  • Three (3) or moreyears of experience developing, testing or maintaining large management information applications.
