Duties

  • You will supervise a subordinate staff consisting of no fewer than two (2) GS-1330-13 professional scientists and additional staff at the GS-12 level and below.
  • You will supervise subordinates planning and assigning work.
  • You will evaluate performance, giving advice, counsel, and instruction; listening to and resolving conflicts and complaints: identifying developmental and training needs;
  • You will be identifying and rewarding exceptional performance; and if necessary, taking action to correct discipline and performance problems.
  • You will participate in and guides the Division's technical work.
  • You will review specifications and requirements for the development and procurement of specialized equipment, develop new analysis techniques, and initiates new lines of research to solve problems for which precedents me not applicable.
  • You will be conceiving, organizing, and analyzing experiments in astronomy and astrophysics as well as formulating, initiating and guiding new and complex research projects in applied and basic research astronomy and related areas.
  • You will act as an authoritative consultant to the Department Head, other members of the USNO staff, other DoD agencies, and to astronomers and other scientists worldwide.
  • You will make presentations on the technical work of the Division, learns about relevant scientific and technical developments in other laboratories and countries, and report that information back to Department/USNO management and higher authorities.
  • You will act in an advisor and technical liaison capacity with contractors and other agencies when necessary, in order to coordinate program operations and may negotiate cooperative technical initiatives with other organizations.

  • Occasional CONUS and OCONUS travel, less than 10%, is required.
  • The incumbent must be eligible for a passport.
  • Occasional evening/weekend work is required.
  • Incumbent must be capable of obtaining a security clearance at the Top Secret//SCI.
  • The incumbent is required to file a Final Disclosure Statement, Form OGE-450.
  • Some handling of telescopes and instrumentation is required, which can require walking, standing, and lifting and handling moderate loads.
  • Occasional or regular telescope operations involve the operation of one or more telescopes at night, generally alone, with some functions occurring in the dark, both inside and outside.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience and expert knowledge of specific areas of optical and/or radio astronomy, astrophysics, time scales, numerical analysis, statistics, and computational techniques.

Experience and knowledge with the instrumentation, observing, and data processing techniques required for determination of fundamental positions, motions and distances of selected celestial objects.
Subject matter experts in independently develops and implements original approaches to problems, while incorporating current best practices from the astronomical community.

Experience overseeing and supervising subordinates.

Experience communicating clearly orally and in writing.

Experience in presenting presentations and reports.

Individual Occupational Requirements
Basic Requirements:
A . Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.

B. Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
