Duties

  • Serves as a Logistics Management Advisor on Operational Contract Support (OCS) to HQ USCENTCOM, subordinate Component commands, and Joint Task Forces. Develops and implements new logistics management policies, concepts, and strategies for the full integration of OCS across USCENTCOM operations.
  • Manages OCS focused logistics reporting and resolution of OCS logistics-related Requests for Information (RFIs).
  • Develops and maintains OCS logistics knowledge management tools and processes to improve organizational logistics performance.
  • Leads special logistics projects and initiatives focused on improving OCS logistics capabilities and effectiveness.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Position is designated non-critical sensitive. Incumbent must be able to obtain and retain a SECRET security clearance.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The incumbent must pass initial testing and may be selected for random drug testing.
  • Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety.
  • Therefore, the incumbent is required to (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • They may also be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • The incumbent is subject to recall during off-shift hours, seven days a week, twenty-four hours a day, and may be required to perform periodic TDY (CONUS) in commercial and military aircraft.
  • The incumbent may occasionally be required to work irregular duty hours, to include overtime and/or emergency overtime.
  • This is a Term position NTE 13 Months; the individual selected for this position may be extended without further competition.
  • Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of OCS logistics management principles, concepts, and theories, including joint and multinational operational support frameworks, supply chain integration, and contingency operations; and mastery in assessing, developing, and implementing innovative logistics strategies to address gaps in commercial support for combat operations where existing guidance is limited or absent.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of logistics management principles, concepts, and theories, specifically related to Operational Contract Support (OCS), and the standard practices, methods, and techniques sufficient to develop, implement, and assess logistics policies and procedures supporting joint military operations.
  • Knowledge of analytical, evaluative, fact-finding, and investigative techniques to collect and assess logistics data, identify critical factors impacting operational effectiveness, and recommend solutions from multiple alternatives.
  • Knowledge of logistics operations sufficient to conduct studies, develop reports, and prepare documentation that clearly communicates factual and procedural information to senior leadership and stakeholders.
  • Skill in applying logistics management principles and practices to coordinate and execute logistics boards, working groups, and policy development efforts supporting Operational Contract Support.
  • Ability to communicate complex logistics concepts clearly, concisely, and with technical accuracy, both orally and in writing, and to collaborate effectively with senior leadership, peers, and external stakeholders.
  • Ability to apply analytical and investigative techniques to assess logistics readiness, risk to mission, and risk to personnel, and to provide recommendations for process improvement.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
