DUTY 1:
Manages the component adjudication security program for the DRU and facilities. Analyzes internal and external programs for weaknesses, opportunities, threats, problems, and vulnerabilities to mission(s).

DUTY 2:
Formulates, analyzes, interprets, develops, and recommends security adjudication concepts, and practices.

DUTY 3:
Provides data and data assessment as well as status updates from systems to ensure the Personnel Security Chief has a holistic framework to provide that advice.

DUTY 4:
Implements and administers DRU Personnel Security investigations/adjudication systems for case management.

DUTY 5:
Responsible for providing assistance to the Industrial and Information Security Specialists, as well as the Director, Information Protection.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee
  • EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF
  • Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing
  • The capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: applying Knowledge of adjudication standards and mastery of credentialing standards in determining suitability and fitness for federal employment. Resolves major conflicts in policy and program objectives and uses comprehensive knowledge of security policy requirements to function as technical authority in assignments requiring the application of new theories and developments to security problems in absence of governing directives. Plus Knowledge of a broad range of security program relationships and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of suitability and fitness adjudication process to determine whether a position candidate meets federal standards of character and conduct. Mastery knowledge of the position designation system and the assignment of sensitivity level and position risk to jobs within the federal government, where position risk refers to the position's potential for adverse impact to the efficiency or integrity of the service

2. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

3. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.

4. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

5. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.

6. Skill in planning, developing, implementing, and evaluating security program to meet mission requirements and improve the security program.
Ability to plan, organize work, and meet deadlines.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
