Job Title: Sr. Software / Sr. Systems Engineer
Clearance Required: Public Trust, US Citizen
Work Location: Remote; Silver Spring, MD
The Sr. Software / Sr. Systems Engineer will serve as the senior technical lead responsible for architecting, engineering, modernizing, and optimizing NOAA's public-facing and internal web platforms and supporting systems. This role blends systems engineering, software engineering, cloud modernization, and user-centered digital experience design. The engineer will lead end-to-end system architecture, oversee modernization of legacy applications, ensure cloud readiness, and guide the development of scalable, secure, and high-performing systems.
This position requires strong collaboration with scientists, communications teams, IT security, and cloud engineering teams to deliver reliable, accessible, and mission-aligned digital systems. The engineer will interpret scientific content for broad audiences, ensure compliance with federal standards, and drive performance improvements using analytics and engineering best practices.

The likely salary range for this position is $88,000 - $130,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.

Key Responsibilities:
- Lead the design, development, and modernization of NOAA systems and web platforms using C#, ASP.NET, IIS, HTML, CSS, JavaScript, and React.
- Architect scalable, secure, and cloud-ready systems that support long-term maintainability and modernization goals.
- Oversee code quality, enforce engineering standards, and conduct code reviews for junior and mid-level developers.
- Develop reusable components, templates, and system patterns to ensure consistency across NOAA platforms.
- Apply Human-Centered Design (HCD) principles to improve usability and user experience for diverse audiences.
- Ensure Section 508 and WCAG compliance across all public-facing systems.
- Lead local-to-cloud migrations, collaborating with DevOps and cloud engineering teams.
- Implement cloud-optimized configurations, troubleshoot cloud-specific issues, and validate functionality post-migration.
- Support modernization efforts aligned with NOAA's cloud strategy using Microsoft .NET technologies and AWS/Azure services.
- Use analytics tools (Google Analytics, Search Console, PageSpeed Insights, Lighthouse, GTM) to identify performance bottlenecks.
- Produce analytics-based performance reports and recommend data-driven improvements.
- Optimize system performance, accessibility, SEO, and overall user experience.
- Work closely with scientists and communications professionals to interpret and present scientific information clearly.
- Provide guidance on content structure, system architecture, and user-centered presentation of complex data.
- Communicate timelines, requirements, and technical constraints to stakeholders and leadership.
- Collaborate with IT security teams to implement required updates and maintain compliance.
- Ensure all systems meet NOAA, OAR, and federal security and governance standards.
Required Qualifications:
Experience/Skills:
- Ability to obtain a US Public Trust Clearance (US Citizen).
- 8+ years of professional software or systems engineering experience, including full-stack .NET development.
- 5+ years of experience leading system architecture, modernization efforts, or large-scale system operations.
- Proficiency in C#, ASP.NET, HTML, CSS, JavaScript, IIS, and modern front-end frameworks such as React.
- Experience with cloud technologies, cloud-based system development, and local-to-cloud migrations.
- Strong experience using analytics tools such as Google Analytics, Search Console, PageSpeed Insights, Lighthouse, and GTM.
- Experience translating design prototypes (Figma, Adobe XD, etc.) into production-ready implementations.
- Proven ability to collaborate with stakeholders and deliver high-quality digital systems.
Preferred Qualifications:
- Experience supporting NOAA, OAR, or other federal scientific agencies.
- Familiarity with NOAA's scientific mission areas and communication goals.
- Proficiency with Adobe Creative Suite, WordPress, PHP, and AWS services.
- Experience with Microsoft SQL Server, SQL scripts, and integration services.
- Experience mentoring developers and contributing to team technical growth.
- Knowledge of accessibility standards (WCAG 2.1, Section 508).
- Experience developing design systems, reusable component libraries, or enterprise system patterns.
