Duties

As a TRAFFIC MANAGEMENT SPECIALIST at the GS-2130-13 some of your typical work assignments may include:
  • Plans and manages the contracting activities of the Household Goods (HHG) Operations Branch (TCJ9-OH) Teams to ensure processes comply with regulatory requirements and meet customers' needs.
  • Monitors contract operations to ensure compliance and identify significant trends in the moving industry and develops regulatory guidance for household goods, unaccompanied baggage, and storage-in-transit (SIT).
  • Maintains knowledge of DOD's current policy for contract acquisition, industry and DOD's rate tariffs, industry requirements for movement and storage of personal property, emerging DOD-unique requirements, and commercial best practices for moving and storing personal property shipments.
  • Performs management studies, program review, and other special projects in accordance with DOD and Federal regulations and moving industry rules and practices.
  • Manages and develops policy and procedures for measuring and evaluating Prime Contractor performance while monitoring program effectiveness.
  • Responds to congressional inquiries and, when required, prepares inserts to congressional committee reports and testimony to support the DOD Personal Property Program.

Qualifications

You may qualify at the GS-GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Monitors Prime Contractor performance and acts against those that fall below established standards.
  • Responds to congressional inquiries and meets with federal officials and commercial industry leaders to explain transportation requirements.
  • Reviews, analyzes, and tests new or revised transportation and traffic management policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Degree: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
