Duties

  • Consults with base functional experts in Manpower and HR to gain detailed information sufficient to advise commanders, supervisors, and managers on civilian personnel issues, including those involving a wide range of professional, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. This position serves as a key civilian liaison within HQ AU, providing expert administrative support and guidance to faculty, staff, and students consults with base functional experts in Manpower and HR to gain detailed information sufficient to advise commanders, supervisors, and managers on military and civilian personnel issues, including those involving a wide range of professional, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Performs research and advises on a variety of issues of a sensitive nature that concern hiring policies and procedures and related legal, regulatory, and contractual requirements.
  • Provides complex management support services for organization whose operations are interrelated. Evaluates the impact to manpower resources based on changes in regulatory and legislation requirements, long range program goals, and other critical factors to ensure mission accomplishment.
  • Provides executive support for Air University administration functions. Monitors the effectiveness of HQ AU programs by analyzing program status documents, metrics, and feedback from various sources.
  • Represents the Headquarters Air University with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, representatives from other military and civilian services, Department of Defense (DoD) agencies, Headquarters Air Force, MAJCOM A1s, AFPC, Air University, and related military civilian organizations regarding services provided.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) applying the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records; (2) skill in the application of analytical and evaluative techniques needed to gather and utilize data in the formation of recommendations to improve the effectiveness and efficiency of the organization; (3) and experience in using various office automation software processing procedures and function keys to produce a wide range of documents that often require complex formats such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Knowledge of the nature and capability of different software packages and the integration compatibility among different software types.

EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of management and organization principles and practices along with an extensive knowledge of human resources functions (i.e. civilian personnel, military personnel, manpower, etc.), to develop and implement integrated approaches and solutions to significant human resources concerns and issues.
  • Knowledge of analytical, evaluative, planning, and investigative processes, techniques, and methods as applied to issues or studies involving administrative or support functions.
  • Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy.
  • Knowledge of the overall mission, functions, operations, and organization of university and military headquarters; and a variety of principles and processes applicable to the work operations.
  • Ability to communicate (oral and written) with and interact with general officers, senior executive civilians, college presidents, and military and civilian leaders.
  • Ability to independently plan, organize work, and manage multiple taskings.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
