This position is being filled under Direct Hire Authority (DHA) in accordance with 5 U.S.C. Section 9905 Direct Hire Authority for Certain Personnel of the Department of Defense.

Incumbents typical work assignments may include the following:
  • Provides expertise of specialized technical guidance to the DASW (HSP&O), the ASW(HA), and designated deputies on clinical informatics policies, with a focus on digital health transformation, federal EHR optimization strategies, and the integration of emerging digital technologies.
  • Directs the strategic integration of technology within healthcare to digitally transform the MHS through development, maintenance and updates to clinical informatics policies that support optimal clinical data management practices and use of digital solutions to improve warfighter and beneficiary health, operational efficiency, and data-driven decision-making.
  • Leads efforts for the development and coordination of procedural guidance for the implementation of Do W clinical informatics policies, ensuring clarity and consistency, to support effective execution across the MHS.

  • Must meet Clinical Informatics board eligibility or board certification requirements in accordance with the appropriate American Board of Medical Specialties (ABMS) certifying medical board.
  • To meet the requirements of the American Board of Medical Specialties (ABMS) certifying board, the position requires the incumbent to obtain and maintain Clinical Informatics board eligibility or board certification as a condition of employment.

Basic Requirements

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link) ; Association of American Medical Colleges(external link) ; Liaison Committee on Medical Education(external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link) , or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
For GP-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

You may qualify at the GP-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GP-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability.in:
  • Applying theories, principles, concepts, and practices of a specialty medical area sufficient to develop and recommends clinical informatics policy guidance; and to develop and endorse appropriate strategies and technical approaches for policy revision and procedural changes to existing programs.
  • Applies knowledge of Clinical Informatics Management to include national clinical informatics policies, directives, and legislative mandates, shaping the digital health landscape and interoperability standards within the Medical Health System (MHS).
  • Applies knowledge of the Medical Health System (MHS), TRICARE and other federal, state, local, and private sector health care programs and delivery systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
