Duties
Help
  • Principal advisor to the Site Director and Deputy Site Director for DFAS Europe.
  • Advises the Director/Deputy on implications of proposed actions and interprets DoD/DFAS policies and procedures. Provides technical and administrative oversight to GS employees and Local National employees.
  • Manages the Site Support Office functions such as facilities, supply and equipment, personnel management, budget, resource management, contingency and other emergency plans, records management, mail services, procurement, safety and security.
  • Develops a personnel management program for the site of recruitment and placement actions. Advises on workable recruitment strategies, and coordinates decisions made by the DFAS Human Resources Director with appropriate managers or employees.
  • Actively organizes and promotes business process re-engineering efforts and the application of technology to streamline operational processes, reduce operating costs, and improve services.
  • Develops contracts for repair, alteration, construction, and custodial, and interacts with Contracting Officer to coordinate projects.
  • Serves as Contracting Officer's Representative (COR) and Contract Surveillance Representative (CSR) for all base operating support contracts.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as:
  • Providing advice on financial management policies, programs and/or systems for an organization
  • Advising on budget and/or resource allocation for an organization
  • Defining, establishing and/or directing complex programs and projects

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position.

Current permanent DFAS employees residing in the United States, its Territories or Possessions, who are selected through a formal competitive recruitment process for a lower grade position overseas may be afforded pay retention if their pay would otherwise be reduced. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting.

Tour of Duty will be for 3 years with possible extension of 2 years( for a total of 5 years). The DOD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be met. Case by case extensions beyond the 5-year limit may be granted in extremely rare situations.

Execution of DD-1617, Transportation Agreement-Overseas Employee is required. Military Spouse Preference candidates selected will be placed on an overseas Excepted Indefinite appointment and will not be required to sign the DD-1617.

Education is not substitutable for specialized experience at this grade level.
