ENGINEER OR SCIENTIST

Duties

• You will support the Technical Program Manager (TPM) and the line management in the development of task statements, schedules and reports in support of Torpedo Safety efforts.
• You will plan, guide, and coordinate the work of the team.
• You will participate in integrated product teams and risk advisory boards.
• You will track and mature hazards for the torpedo programs.
• You will aid the programmatic and technical authority to implement system safety requirements and policy throughout the program's lifecycle.
• You will develop written plans and presentations of the technical findings.
• You will provide expert advice and guidance to managers, supervisors, peer, and sponsors on the specific technical aspects of the systems safety.
• You will develop analyses and presentations to the WSESRB, SSSTRP and other NOSSA boards of review on program status, hazards, milestones and other safety efforts in support of the program's milestone efforts.
• You will keep supervisor informed of progress and provide input to supervisor on team member accomplishments, contributions and performance.
• You will provide system safety input to the program's Systems Engineering Plan, Programmatic Environment Safety and Health Evaluation, system requirements, statements of work/statements of objectives, and requests for proposals.
• You will establish direct lines of communication with the PM, SDM, or SIM, or other associated TWHs, PFS's working on interfacing programs, and appropriate safety review boards.
• You will review all contractor delivered safety products and provide feedback to the SDM or SIM, and OM on adequacy, gaps, and issues.
• You will co-chair the program's systems safety working group (SSWG) meetings with a program office representative and be a member of the programs' Risk Management Board.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector: as a professional engineer providing systems safety subject matter expertise as a qualified Principle for Safety (PFS) to manage safety plans, perform safety analyses, or support research, design, or development efforts of complex systems for ensuring system safety standards are met.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineering Series (08XX) - Degree: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
