Duties

The primary purpose of this position is: To serve as a command headquarters level senior Crew Resource Management (CRM) program air transportation operations specialist applying Air Force military aviation and safety experience. to plan, direct, organize and determine necessary policies. regulations. directives. instructions, programs, projects. doctrine, methods. practices and procedure of assigned major or command air operations services/ programs/project /studies plans and air refueling and air transportation operations systems.
  • Applies Air Force military aviator and safety experience, serves as a senior command technical expert and focal point for command level Crew Resource Management (CRM) program direction concerning applicable training policies, operations, and requirements,
  • Leads or participates as the command air refueling and air transportation operations expert in Crew Resource Management (CRM) in interagency groups to resolve problems regarding air feasibility issues.
  • As one of the command's expert air refueling and air transportation operations project officers, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range aircrew training opportunities and develops aircrew training concepts, guidance, guidelines, and plans.
  • Directs, plans and organizes team study work to perform command functional area review of assigned area: the Crew Resource Management (CRM) related issues include aircraft modifications and equipment, aircrew training and evaluations, and cotinuous training for peacetime and wartime conditions to ensure maximum safety, efficiency, and effectiveness.

  • .Air Force aviator experience (pilot, navigator/combat systems operator, air battle manager) in multi-person crew mobility aircraft is required.
  • SECRET security clearance required
  • Work experience in USAF HQ staff (AMC preferred) is highly desired
  • Familiarization with AMC aircraft capabilities, performance configuration, limitations, etc. is highly desired
  • Work may occasionally require travel away from the normal duty station on military or civilian aircraft, or by other mean (automobile, train) as appropriate
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series 2150

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). Experience should include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Mastery knowledge of Air Force transportation operations and flight safety policies, concepts, principles and methodologies applicable to air transportation, air refueling. and air mobility operations under peacetime and wartime conditions. Expert knowledge of organizational missions. objectives, and procedures; the relationship with and support requirements of other program areas and the regulatory framework in which the transportation operations programs operate. High degree of skill when applying air transportation operations and flight safety knowledge to the management of the command in analyzing and resolving very complex and/or sensitive problems and the implementation of new developments and technology with emphasis on, but not limited 10, the effects, positive, negative, or indifferent, on USAF aircrew performance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the aircrew training transportation feasibility process. Knowledge of the relationship of the various command entities involved in air planning and execution of military operations.
  • Knowledge of Air Force and DoD air refueling and air transportation operations and safety policies, procedures, and programs as they relate to command goals and objectives. Knowledge of air operations involving air assets, en-route infrastructure, and employment of mission support forces.
  • Knowledge of and skill in the application of Air Force aviator expertise as it applies to USAF mobility aircraft, aircrew training, etc
  • Knowledge of and skill in the application of Crew Resource Management expertise and practice as is applies to USAF mobility aircraft and within the aviation industry.
  • Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe 1nilitary operational and contingency areas.
  • Ability to plan, organize and lead others in air refueling, air transportation, and mobility aircraft operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability ro evaluate the effectiveness of planning actions related to projected and actual events. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
