Position Overview
The Senior VTC/AV Systems Engineer serves as the subject matter expert and technical lead for all Video Teleconferencing (VTC) and Audio/Visual services at CSU Norfolk. This role provides VIP-level support to Flag Officers and General Officers (FOGOs) and headquarters staff, manages the delivery of VTC and A/V services across the NATO enterprise, and functions as the NCI Agency's point of presence in North America for all VTC and A/V operations. The position requires advanced technical expertise, strong customer service skills, and the ability to coordinate seamlessly between NATO operations and external customers, particularly U.S. Navy afloat assets. This is a full-time, on-site contract position from March 16, 2026 through December 31, 2026.

Key Responsibilities:
VTC and Audio/Visual Service Delivery:
- Support VTC and A/V services provided by the CSU in accordance with extant service level agreements and formal service provisioning arrangements;
- Function as the alternate CIS point of contact (POC) for VTC and A/V asset management and provide first & second line support for managed assets throughout the CSU Norfolk area of geographic responsibility (AoGR);
- Support NCIA NDW VTC Engineers to maintain NATO WIDE VTC Infrastructure systems, functioning as field engineer to update or replace obsolete subsystems when required;
- Manage all VTC and A/V matters as subject matter expert, including development of courses of action and applicable risk assessments.
VIP and Executive Support:
- Coordinate directly with front office staff to provide VIP level VTC facilitator services to FOGOs and HQ staffs;
- Work with customer OPR to establish requirements for VIP conference support (VTC and A/V), translate requirements into agreed service provisioning in accordance with extant service level agreements, and manage delivery of agreed services.
Network Operations and External Coordination:
- Support the Agency's VTC Network Operations Centre to ensure seamless service delivery across the NATO enterprise;
- Function as the Agency's gateway for establishing VTCs between the NATO enterprise and external customers in North America, with particular focus on operational VTCs between USN afloat assets and Allied afloat assets;
- Serve as the NCI Agency point of presence in North America for all VTC and A/V services including supporting the management of industry contracts.
Additional Duties:
- Perform other duties as may be required;
- Must be able to lift items up to 50 lbs.
Required Qualifications:
- The candidate must have a currently active NATO SECRET security clearance;
- Minimum 5 years' relevant experience as a VTC and Audio Visual Technician;
- Practical experience in planning, installing or maintaining audio/visual equipment and their associated voice or data terminal, line and routing equipment;
- Experience in the installation, maintenance and repair of Audio/Visual and simultaneous interpretation equipment;
- Experience in a customer service support environment;
- Experience in problem and incident management.
Highly Desirable Qualifications:
- Prior experience working in an international environment comprising both military and civilian elements;
- Cisco Certified Network Associate (CCNA) certification;
- Polycom Certified Videoconferencing Engineer (PCVE) certification;
- InfoComm AV Installation Level 1: System Fabrication;
- NATO Video Tele Conferencing Servers (VTC MCU) Course;
- NATO HD Video Tele Conferencing Facilitator (VTC HD);
- Working knowledge of Crestron / Extron Control Units.
