SAF/IA SINGAPORE PROJECT MANAGER

Location: Pentagon / NCR | Type: Full-Time | Clearance: Active SECRET (minimum)

Overview

DarkStar Intelligence is seeking a Singapore Project Manager to provide project management, advisory, and political-military analysis support to the SAF/IA Indo-Pacific Division (SAF/IARP) in direct support of the Country Director for the Republic of Singapore (RoS). This role delivers Foreign Military Sales (FMS), acquisition, and security cooperation oversight to ensure effective execution, compliance, and strategic alignment of U.S. Air Force programs supporting bilateral defense objectives with Singapore.

Key Responsibilities

• Provide end-to-end Foreign Military Sales (FMS) program management support, including development, execution, monitoring, and reporting of Letters of Offer and Acceptance (LOAs).
  
  Analyze U.S. and Singapore defense capability requirements and develop recommendations for sustainment, modernization, and future programs.
  
  Oversee cost, schedule, and performance tracking across Singapore FMS cases; ensure accuracy of databases, trackers, and reporting products.
  
  Prepare and review senior-level correspondence, Staff Summary Sheets (SSS), briefings, Congressional Notification packets, and planning documents.
  
  Support and lead senior leader engagements, bilateral meetings, conferences, and logistics/program/financial management reviews (L/P/FMRs).
  
  Coordinate across DoD, USAF program offices, DSCA, AFLCMC, OSD, DoS, INDOPACOM, and U.S. industry stakeholders.
  
  Engage with Government of Singapore counterparts, including the Ministry of Defence, Republic of Singapore Air Force (RSAF), DSTA, and the Singapore Embassy.
  
  Conduct political-military analysis and draft amendments or modifications to existing USAF agreements with the RoS.
  
  Participate in classified and unclassified meetings with U.S. Government and Singapore defence leadership.
  
  Ensure compliance with security cooperation policy, export control regulations, ITAR, SAMM, and disclosure requirements.
  
  Safeguard classified and sensitive U.S. Government information in accordance with security regulations.

Additional Details

• Travel: Yes - CONUS and OCONUS (including Singapore), as required
  
  Work Environment: On-site at the Pentagon or approved NCR location; limited situational telework may be authorized

Requirements

Minimum Qualifications

• Clearance: Active SECRET security clearance
• Education: Bachelor's degree (International Affairs or related field preferred)
• Experience: Minimum 4 years of Department of the Air Force FMS case development, programming, and implementation experience; minimum 2 years of Security Cooperation experience or experience with DSCA or a similar Implementing Agency
• Demonstrated knowledge of DoD acquisition policies, FMS processes, and security cooperation frameworks

Desired Qualifications

• Experience supporting Singapore or Asia-Pacific security cooperation/FMS programs
• Prior experience as a DSCA Country Team Lead or Regional Lead Knowledge of ITAR, National Disclosure Policy (NDP), and U.S. export control regulations.
• Experience using the Security Cooperation Information Portal (SCIP)
• Familiarity with USAF aircraft platforms and lifecycle support considerations
• Fluency or proficiency in Mandarin and familiarity with Singapore or regional culture
• Proven ability to brief and advise senior civilian and military leadership
