MANTECH seeks a motivated, career and customer-oriented Program Manager, Navy Combat System Modernization to join our team working in Washington D.C. This is an onsite position.
As a Strategic Program Manager, you will lead the evolution of U.S. Navy combat system infrastructure, transforming legacy hardware into modern, high-performance computing environments. We are looking for a leader who can steer cross-functional teams through the full program lifecycle-from initial requirements to final implementation-ensuring that every initiative is backed by data-driven risk analysis and remains relentlessly aligned with fleet readiness and mission success.

Responsibilities include but are not limited to:
- Support strategic planning and execution of initiatives to modernize computing and data center infrastructure across U.S. Navy combat ships
- Lead and coordinate cross-functional teams to ensure projects meet objectives, stay on schedule, and remain within budget
- Participate in the full program lifecycle, including requirements development, risk analysis, implementation, and stakeholder engagement
- Analyze program performance data to identify trends, assess risks, and develop effective mitigation strategies
- Design infrastructure solutions that account for the physical constraints of shipboard environments, including power, cooling, and space limitations
- Prepare technical documentation, including program status reports, system specifications, and stakeholder presentations
- Facilitate team meetings and communications to maintain alignment on project goals and deliverables
- Assist with developing and executing risk management plans to ensure program success
Minimum Qualifications:
- Master's degree in a technical or business field and 10+ years of relevant Navy Program Management experience; OR Bachelor's degree in a technical field and 15+ years of relevant Navy Program Management experience
- Directed a multi-million dollar portfolio of shipboard infrastructure modernizations, overseeing the full project lifecycle across multiple combat platforms
Preferred Qualifications:
- Demonstrated knowledge of Navy Combat System modernization programs
- Demonstrated experience in DoD systems architectures, design, development, test and evaluation
- Familiarity with DoD/DoN systems engineering policies and lifecycle processes
Clearance Requirements:
- Must be a U.S. Citizen and possess a current or active secret security clearance.
Physical Requirements:
- The person in this position must be able to remain in a stationary position 50% of the time.
- Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
