Within MITRE's Intelligence Center, the Strategic Technology and Economic Foresight Department strengthens our sponsors' ability to anticipate, assess, test, and respond to global technological and economic competition. We deliver analytic rigor, foresight, technology test and evaluation, and strategic assessments that illuminate emerging technologies, geopolitical dependencies, and economic vulnerabilities that matter most to ODNI. The Operations and Integration Group Leader is a key leadership role within the National Intelligence Division (NID), responsible for managing the division's administrative and operations-focused workforce and ensuring consistent, high-quality execution of core operational functions. The Group Leader reports to the NID Operations and Integration Senior Manager and serves as a first-line supervisor and integrator for staff whose work underpins the division's ability to deliver mission impact at scale.
This role is foundational to NID's operating model. By providing dedicated leadership to department administrators, project coordinators, and other operations-focused staff, the Group Leader enables project leaders, department managers, and technical leaders to focus on sponsor engagement, work shaping, and mission delivery while ensuring that operational execution is disciplined, predictable, and aligned with division and Center expectations.
The Operations and Integration Group Leader is expected to lead with clarity, consistency, and a strong commitment to staff development, modeling MITRE's values and fostering a supportive, accountable, and inclusive environment.
The primary responsibilities of the position must be carried out in person in McLean, Virginia. Applicants will establish regular presence at ODNI and MITRE locations with staff supporting those organizations, as well as have availability to travel to those locations on short notice. This may entail frequent, flexible, or extended travel as mission and organizational needs dictate.
Roles & Responsibilities:
The Principal Group Leader is responsible for ensuring that all work produced by the department staff reflects the highest standards of analytic precision and technical rigor. Serving as an integral part of the department leadership team, the GL will guide staff development, strengthen core capabilities, and deepen program and sponsor relationships. The GL is expected to model MITRE's values and lead by example, fostering an inclusive, supportive environment where staff feel a sense of belonging and can grow skills aligned to their interests and the mission.
First-Line Supervision and Staff Leadership The Group Leader provides direct supervision to a team of operations and administrative professionals, typically spanning 10-12 staff. This includes performance management, goal setting, regular feedback, development planning, and day-to-day staff support. The Group Leader ensures employees feel supported, valued, and equipped to succeed in their roles.
Operational Execution and Consistency The Group Leader is responsible for ensuring that administrative and operational functions across the division are executed with consistency, accuracy, and professionalism. This includes oversight of department administrative support, project coordination activities, and other operational roles that enable effective program execution and internal workflows.
Integration with Division and Center Operations Serving as a connective leader, the Group Leader works closely with the Operations and Integration Senior Manager to align group activities with division-level priorities, Center operations guidance, and evolving governance processes. The role ensures that operational practices are implemented consistently across departments and that feedback from staff informs continuous improvement.
Support to Project and Department Leadership The Group Leader partners with project leaders, department managers, and technical leads to ensure operational staff are effectively integrated into project teams, understand expectations, and are positioned to support delivery excellence. The role helps translate project needs into clear operational tasking and ensures appropriate coverage and workload balance.
Workforce Health and Resource Awareness The Group Leader maintains situational awareness of staff workload, utilization, and stress points, proactively identifying risks and escalating issues as needed. This includes helping balance competing demands, supporting surge requirements, and ensuring staff are not overextended or misaligned to mission needs.
Individual Contribution In addition to leadership responsibilities, the Group Leader remains actively engaged in operational work in support of the division, maintaining credibility with staff and firsthand awareness of day-to-day execution realities.

Basic Qualifications:
- Typically requires 10 years of related experience with a bachelor's degree, or 8 years with a master's degree, or 5 years with a PhD, or an equivalent combination of education and experience.
- Demonstrated experience leading or supervising administrative, operational, or program support staff in a complex organizational environment.
- Strong understanding of operational processes, workforce coordination, and internal execution within professional services, national security, or mission-driven organization.
- Proven ability to manage multiple priorities, maintain execution discipline, and support leaders in a fast-paced environment.
- Strong communication skills, with the ability to convey expectations clearly and build trust with staff, peers, and leadership.
- Familiarity with MITRE's culture, values, and operational environment, or demonstrated ability to quickly adapt to similar organizations.
- Greater than 50% direct to department work programs.
- Active TS/SCI with current CI Poly.
- This position has an on-site requirement of 5 days a week on-site.

- Current or recent task leadership or experience managing staff in support of ODNI missions.
