POSITION OVERVIEW
STi is seeking an Operations Research Analyst (Senior/SME) to lead high-visibility readiness and cost analytics for COMFRC. This role drives analytical approach selection, develops advanced models/simulations, and delivers senior-level decision support to improve fleet readiness and affordability outcomes.
PRIMARY DUTIES AND RESPONSIBILITIES
You’ll support readiness-related data collection, integration, and analysis (RRDCI&A) across Naval Aviation sustainment data. Responsibilities include:
• Lead development of analytic/predictive models, simulations, and forecasting techniques to identify degraders to cost and readiness.
• Provide SME guidance on methodology, assumptions, risk framing, and defensible recommendations for Government decision support.
• Support COA development and readiness recovery planning using approved data sources and readiness metrics aligned to CNO goals.
• Conduct and oversee readiness/cost tradeoff analysis and sustainment analytics to quantify readiness impacts and affordability implications.
• Produce executive-ready briefings, reports, and analytical deliverables; mentor junior analysts as needed.
• Coordinate analysis efforts with Government and enterprise stakeholders to align data, models, and outcomes.
MINIMUM QUALIFICATIONS
U.S. Citizenship required. Active Secret clearance required.
• BA/BS in a relevant field and 15+ years of related experience (Senior/SME level)
• Demonstrated experience leading operations research/analytics work (modeling, simulation, forecasting, decision analysis)
• Strong executive communication skills (briefing + writing) and experience translating analysis into actionable outcomes
• Proficiency with MS Office and ability to operate in Government IT environments
PREFERRED QUALIFICATIONS
• Naval Aviation sustainment/readiness analytics SME experience
• Cost/readiness trade study experience (TOC, alternatives, COA comparisons, risk-based cost assessment concepts)
• Experience supporting readiness dashboards, degrader prioritization, and enterprise metric governance
WORK ENVIRONMENT
• Hybrid support: Government site locations include Bldg 446/447/448, NAS Patuxent River, MD
• Normal hours typically M–F 0800–1630 (some offices allow 0600/0630–1800)
• Overtime is not authorized under this contract
• Telework/remote only with COR written approval (position/tasking dependent)
