Position Description & Qualifications

Serco is supporting USACE in renovating the Power Building (J-Plant) and providing it with High Altitude Electro Magnetic Pulse (HEMP) protective measures.

The Alternate Site Superintendent's primary role is to support the Primary Site Superintendent in providing on-site oversight and management of the J-Plant project and to perform as alternate or backup Site Superintendent when Primary Site Superintendent is off-site for rotation home. Project personnel work a nominal 8-week on, 3-week off rotation. The Alternate Site Superintendent's secondary role will be as the primary technical point of contact and on-site supervision for one or more of Serco's construction subcontractors.

In this role, you will:
  • Manage the jobsite IAW project and EM 385-1-1 requirements.
  • Work with and lead a team of 8-12 on-site construction management and execution personnel.
  • Be familiar with project specifications and drawings.
  • Be familiar with the project Primavera (P6) schedule.
  • Be aware of various subcontractor proposals and scope.
  • Provide status information in support of daily RMS updates.
  • Monitor and control project performance, report to the Site Superintendent or Program Manager when a subcontractor does not appear to be properly staffed or is falling behind the planned execution schedule
  • Help to coordinate efforts between multiple subcontractors and deconflict schedules when necessary
  • Expedite work as necessary to maintain overall schedule.
  • Proactively resolve material, logistical, or personnel problems.
  • Work with the Site Superintendent, other Subcontractor Superintendents, and Subcontractor Management to provide the Project Manager and Government Client with technical and schedule updates.
  • Support generation of change order documentation and execution as necessary.
  • Be present at the site of work, attend or conduct daily plan and coordination meetings.
  • The Alternate Site Superintendent typically reports to the Site Superintendent or Project Manager.


To be successful in this role, you will have:
  • Ability to obtain a DoD Secret level clearance
    • U.S Citizenship required
  • A Bachelor's degree in engineering, construction management, or a construction related or technical field from an accredited institution
  • A minimum of 10 years of experience in construction, construction related contract/subcontract management, or contract/subcontract administration with at least 5 of those years on projects similar in size and complexity
  • Be capable of interpreting a critical path schedule and construction drawings
  • Effective organizational, multi-tasking, analytical and confidentiality skills
  • Working knowledge of MS Office applications
  • Excellent customer service, communication, conflict resolution, presentation, and construction documentation comprehension skills
  • Must be able to lift 50 lbs
  • Must be comfortable working a 10 hr shift walking the jobsite to review project activities and progress
  • Willingness to travel up to 90%+
  • Valid U.S Passport
  • Valid Drivers License and a clean driving record


Additional desired experience and skills:
  • Previous experience working at Pituffik Space Base or other overseas remote locations
  • Familiarity with HEMP hardening or similar projects
  • Background in project specific trade or skillset such as welding, HEMP shielding or testing, mechanical systems, electrical installation, or diesel generator installation and maintenance
  • Experience in the areas of hazard identification and safety compliance
  • Experience in USACE contractor quality control management (CQCM)
  • Experience in commissioning new facilities
  • Ability to speak conversational Danish is a plus
