Northrop Grumman's Space Systems Sector seeks a Director of Programs 1 to serve as Deputy PM for the Habitat and Logistics Outpost (HALO) Major Program for NASA. The position is onsite at our McLean, Virginia location.

The successful candidate will partner with the Sr. Program Director to lead a team of diverse technical specialties through the final design, subcontract delivery, integration and test phases of the Habitat and Logistics Outpost (HALO) program. Included within these responsibilities is the primary objective to deliver on all contractual and technical requirements while establishing and executing opportunities to reduce the overall program schedule and cost. This Program Director will be in an influential position to deliver the critical hardware to enable NASA and the Nation to return to and establish a permanent presence on the Moon and the gateway to Mars.

Role and Responsibilities

Program Directors are responsible for guiding their team through all phases of the program life cycle, customer engagement and management engineering change proposals, development and program execution and completion (contract closeout).

Primary responsibilities are the management of cost, schedule, and technical performance of programs or subsystems and include, but are not limited to:
  • Work with CSS BU leadership and assigned staff to develop and communicate an organizational or mission roadmap
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Establishing/maintaining an efficient program organizational structure and processes
  • Identifying, allocating and managing program resources, including workforce planning
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
  • Measuring and reporting program performance to the customer and NG leadership
  • Delivering clear and compelling presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Tracking and completion of program requirements
  • Establishment and management of the program and subordinate baselines
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM)
  • Managing suppliers to meet program objectives.
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope and manages change through control board activities.
  • Development and adherence to master plans and schedules
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.


Basic Requirements
  • Bachelor's degree in a STEM discipline with 10 years' experience supporting U.S. Government programs/projects; OR a Master's degree with 7 years' experience
  • Proven success leading large, high-performance teams as a Program Manager, CAM, or Program Engineering Manager
  • Experience leading programs in a production environment, specifically integration and test
  • 5 years' experience with cost-plus and fixed-price contract types on space system programs (satellites, space-to-ground communications, command and control, space vehicle operations, human space flight, etc.), specifically simultaneous execution
  • Experience with budget and cost management. Ability to organize and manage multiple products/programs with the focus on delivering within cost and on schedule
  • Ability to travel up to 5 days/month.
  • Strong business acumen, communication, issue resolution, program integration, and risk management skills
  • US Citizenship is required


Preferred Requirements
  • Prior experience as a Program or Portfolio Director with P&L responsibility.
  • Advanced STEM or Business Management degree
  • Experience as a Program Manager leading a development program with a contractual value of at least $100M as a Prime contractor
  • Five years' experience supporting NASA contracts, with knowledge of NASA missions and processes
  • Capture management experience and ability to shape customer expectations
  • Demonstrated expertise in technical performance baselines, requirements management, planning/scheduling, and earned value
  • Proven customer intimacy and strong relationships with strategic partners and suppliers
  • Active Top Secret//SCI clearance with ability to obtain additional special accesses


Primary Level Salary Range: $224,300.00 - $336,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
