Duties

- Plans, organizes, and directs the activities of the Group Commander's Support Staff (CSS), ensuring that CSS complies with legal and regulatory requirements and meets customer needs.
- Exercises supervisory personnel management responsibilities.
- Plans, organizes, and executes all Group information management and resourcing activities.
- Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes:(1) Works with administrative and military personnel policies, procedures, Reserve mission; Training methods and programs, rules, guidelines, and instructions; (2) Works with management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission; and (3) Works with training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

(1) In-depth knowledge of administrative and military personnel policies, procedures. Reserve mission. Training methods and programs, rules, guidelines, instructions, automated systems, personal computers, hardware, and software.
(2) Ability to analyze data/products, plan, organize and direct the functions and staff of an organization: communicate effectively with diverse groups of individuals, both orally and in writing
(3) Knowledge of analytical and investigative techniques to measure effectiveness, efficiency, and productivity. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission.
(4) Knowledge of administrative processes and procedures.
(5) Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
(6) Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
