Duties
As a FUEL DISTRIBUTION SYSTEM WORKER (TITLE 32), WG-5413-9, you will manage fuel on behalf of the Defense Logistics Agency (DLA) which consists of operations and maintenance of a fuel distribution system that includes a fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations and the financial account management for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
SPECIALIZED EXPERIENCE : WG-09 Level - MUST possess experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines.

Major Duties - This is NOT an all-inclusive list:
- Organize, administer, and evaluate a segment of the fuels quality assurance program to ensure compliance with petroleum product standards.
- Inspect, operate, and maintain fuels distribution systems used to receive, store, transfer, and issue aviation and ground fuels.
- Operate, inspect, and perform maintenance and repair on cryogenic storage tanks and associated mechanical and electrical systems.
- Operate special purpose aviation and ground fuel tank vehicles to fuel and defuel aircraft and support ground fuel operations.
- Conduct product compliance inspections of petroleum activities and determine the status and adequacy of corrective actions.
- Perform inspections, preventive maintenance, servicing, repair, and adjustments on fuels systems and equipment.
- Analyze defect data, isolate trends, and recommend corrective action to improve fuels quality and system reliability.
- Maintain quality control, maintenance, and inspection records in applicable automated systems and databases.
- Draw fuel samples at required frequencies and conduct laboratory analysis to verify physical and chemical properties meet specifications.
- Operate precision measuring instruments and analytical equipment to evaluate petroleum handling hardware and mechanical systems.
- Use gauges, meters, filter separators, and test equipment to monitor fueling, transfer, and storage operations.
- Utilize electrical test equipment such as multi-meters to troubleshoot, test, and repair cryogenic and support equipment systems.
- Interpret and apply technical orders, specifications, standards, bulletins, and operating procedures to fuels operations.
- Apply safety and precautionary procedures during fueling, defueling, cryogenic handling, and hazardous material operations.
- Perform surveillance inspections during receipt, transfer, sampling, and issue of petroleum products.
- Maintain hazardous waste management and environmental inspection programs in accordance with regulatory requirements.
- Monitor and use required personal protective equipment and ensure proper safety practices are followed.
- Plan, monitor, and conduct on-the-job training and self-assessments using established management and control programs.

- The FIFTH area of consideration will be U.S. Citizens.
