Duties

DUTIES:

This position is located in an Aeromedical Evacuation Squadron. The purpose of this position is to assist the Senior Health System Specialist in planning, controlling, conducting, and administering the operational and medical activities with direct responsibility for assigned programs, to train and evaluate traditional Aeromedical Evacuation Specialist proficiency and competency, and provide ground and flight instruction for developing and upgrading the skills of traditional Aeromedical Evacuation Specialists. Performs a variety of duties associated with nursing services/patient care on Aeromedical Evacuation (AE) flights, and on the ground the incumbent administers AE activities and reviews and coordinates projects and activities on behalf of the Squadron Commander and the Operations Group Commander. Incumbent insures that command medical and operational policies are applied and carried out in the day-to-day operation of an Air National Guard (ANG) Aeromedical Evacuation Squadron. Plans, organizes, and implements programs, policies, and procedures designed to ensure unit readiness for wartime tasking capability. Develops and implements training plans/opportunities. Initiates training waivers as required and forwards them to appropriate agency/office in accordance with applicable directives. Interprets and complies with all applicable directives. Flying duties include flight examiner and flight instructor assignments as the mission may dictate.

Assists in planning, controlling, directing, organizing, and implementing all medical administrative, operational, training, and personnel activities designed to ensure medical readiness of the unit. This includes, recruiting, retention, resource management, quality improvement, mobility, status and adequacy of equipment, medical readiness, disaster preparedness plans, deployments, exercises, security, safety, mass casualty, antiterrorism, logistics, War Readiness Material (WRM), medical aircrew standardization/evaluation, supply services, public information services, vehicle control, and initiating supplements to existing regulations regarding unit requirements.

Manages medical service personnel in planning, providing, and evaluating patient care activities and related training programs, both on the aircraft and on the ground. Organizes and directs administrative and operational duties. Coordinates with the Executive Management Team and participates in managing medical and operational services. Maintains functional control of enlisted medical service personnel, ensures effective use of manpower, materiel, and money, and coordinates clinical activities with medical and base agencies. Plans, directs, and implements AE procedures.

Reviews and determines medical care, as related to aeromedical evacuation procedures, ensuring the highest level of care is provided. Conducts statistical analysis and identifies trends in core competencies, crew currencies, and proficiencies. Develops, consolidates, and compiles data, evaluates program effectiveness, prepares reports, and briefs Executive Management team at Squadron, Group, and Wing level, as well as higher headquarters. Recommends and implements actions and processes to enhance overall unit and personnel readiness, and/or to correct deficiencies in existing programs. Interprets directives and applies standards to various unrelated programs. Utilizing various methods and studies, evaluates command directed medical and flight programs and provides information on their effectiveness and status. Directs activities by assuring that work and program goals are being met and are consistent with higher headquarters policies and requirements.

Establishes and is responsible for on-the-job (OJT) training, the sustainment training program for enlisted personnel, proficiency training, and acts as trainer and certifying official. Determines training needs, schedules personnel for appropriate training, and conducts follow-up review to ensure appropriate training has been accomplished. Maintains related records on training received. Closely monitors progress of personnel in upgrade training. Advises Health Systems Specialist when any trainee is approaching overtime training status and recommends corrective action(s) to be taken.

Performs as flight instructor/examiner to ensure operational readiness of medical specialists on actual and/or simulated aeromedical evacuation missions. Serves on the unit Review and Certification Board and conducts initial, re-qualification, and periodic flight standardization/evaluation checks of assigned medical specialists. Serves as Flight Instructor for ground and flight training for initial upgrade as well as re-qualification training. Instructs, evaluates, and examines Flight Instructors and Flight Examiners. Conducts no notice and spot evaluations. Conducts open book, closed book, Emergency Procedures Examination (EPE), Instructor, Periodic, Bold Face, and other required testing.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Upon accepting this position, the employee may be required to serve up to a two-year probationary period.
Qualifications

MILITARY GRADES : E-3 through E-7

GENERAL EXPERIENCE :
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE :
Have military or civilian working experiences and knowledge of the basic principles and practices related to the management of health care delivery systems.

Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs.

Must have at least 12 months military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation).

Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems.

Experienced in developing and implementing various policies and procedures used in the state medical programs.

Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity.

In-depth knowledge of the characteristics of the Worldwide AE systems, policies, andprocedures.

Knowledge of unit, ANG, Air Material Command (AMC), and U. S. Air Force(USAF) AE missions to analyze, evaluate, and recommend/implement actions to enhance operational readiness and unit effectiveness.

In-depth knowledge of emergency medical practice and procedures.

Must be a nationally registered Emergency Medical Technician. Required to maintain continuing education credits (48) every two years.

In-depth knowledge of altitude physiology and in-flight patient care requirements and procedures. In-depth knowledge of general management policies, principles, and procedures .

Knowledge of the AE mission, organization, programs, requirements, and functions is necessary to understand the operational implications of functional element interrelationships and to plan, organize, and implement unit's programs and health care delivery, both in-flight and on the ground. Follows DOD, Occupational Safety and Health Administration (OSHA), USAF, AMC, ANG, federal, state, and local instructions, directives, and guidelines.

Skill in applying statistical and accounting-type data analysis tools and techniques to develop and present analytical findings and recommendations in a clear and concise written and/or oral format.

Knowledge of presentation skills needed to influence others and deliver briefings, lead discussions, conduct training workshops and seminars, and prepare project reports.

In-depth knowledge of passenger/patient transport principles, associated equipment, and aircraft systems (mechanical restraint systems, cargo doors, ramps, hatches, seats, litters, litter rails, lighting, intercom, and aircraft electrical, power, and oxygen systems).

Knowledge of aircraft configurations, assigned duties before, during and after flight, aircraft electrical/auxiliary power systems to interface and operate medical and/or life support equipment, preflight checks and inspections, preparation of equipment/patients for loading, and skill and knowledge to direct crews in loading, applicable emergency procedures, evacuation routes, and use of survival and emergency aircraft and medical equipment.

Education

Must have a high school diploma.

An undergraduate degree from an accredited college/university is optimum in health care administration, general science, biology, psychology, or other closely-related medical degree fields.
