Post Delivery Operations and Maintenance (O&M) APM - Position Description

Security Clearance:

  • Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance.

Responsibilities:

The PD O&M APM is responsible to the Post Delivery (PD) PAPM for providing overarching management and execution of all Surface Platform maintenance, logistic support and operations during the PD period. He is also responsible for integrating FMS Shore Support personnel during the PD period. The general responsibilities of the PD Maintenance, Operations, and Sustainment APM include:
  • Developing, implementing and managing the Professional Mariner Crew contract. Developing contract documents including Statement of Work, CDRLs, Acquisition Plan, Determination and Findings, Procurement Requests, Source Selection Plan, briefs, etc.
  • Developing, maintaining and implementing the PD Manual which outlines the ship sustainment strategy for the Platform during PD addressing maintenance, repairs, operations and logistics.
  • Developing and implementing process instructions governing ship maintenance, and logistics including 3M, WAF/Tagout, CSMP, Shipboard Calibration, Inventory Management, material procurements and operational readiness reviews.
  • Working closely with the Hull Manager to identify equipment deficiencies and integrate associated work items into the PSA, IPDA and CMAV work packages
  • Working closely with the Hull Manager regarding equipment testing critical to Operational Readiness especially at the conclusion of PSA.
  • Working closely with the Program Office Business Manager in developing, updating and managing the PD budget.
  • Working closely with the Business Manager with the development and implementation of Task Planning Sheets (TPS)
  • Working closely with the Business Manager with the development and implementation of the PD Planning Yard and PDEY contracts
  • Evaluating engineering change proposals tasked to Post Delivery and providing cost estimating services
  • Developing requirements and coordinating ship assessments, grooms, surveys, and inspections; evaluating the results and identifying work item candidates
  • Assisting with the development and implementation of Memorandum of Agreement (MOA) with Naval Support (NAVSUP) and Naval Station (NAVSTA) and the Supervisor of Shipbuilding to address support services required for the ships during PD
  • Working closely with FMS Customer and the Program Office to develop and implement a successful program for preparing FMS shore support personnel as I-Level maintainers through integration during key PD events such as equipment grooms, PMAVs, PSA, etc.
  • Working with Program Office Logistics PAPM on the development of a short- and long-term sustainment strategy for the ships following transfer to RSNF
  • Working with the U.S. Army Corps of Engineers (USACE) in the development of critical maintenance infrastructure

Experiences:

  • 4+ years of US Navy shipboard experience with working knowledge of ship navigation, command and control, damage control, propulsion/electric plant operations, 3M.
  • Experience with U.S. Navy governing doctrines or directives such as Standard Organization and regulations Manual (SORM), Engineering Department Organization and Regulations Manual (EDORM), Repair Party Manual (RPM), etc.
  • 5+ years of experience working in a NAVSEA acquisition program office role in Post Delivery or Post Delivery Test & Trials.
  • Experience working with LCS class ships either as a member of the crew or as in the related NAVSEA program offices.
  • Experience with contract development, documentation, and interpretation of contract requirements and data.

· Strong written and verbal communication skills

· Effective project management and teamwork abilities

· Ability to communicate professionally with all organizational levels

· Proven leadership skills

Desired Qualifications:

  • Former USN Engineering Duty Officer
  • Management experience working in a shipyard
  • Experience with new construction delivery process, DD-250, and post-delivery completion of retention items

  • Bachelor's Degree
