Duties

As an IT SPECIALIST (INFOSEC/NETWORK), GS-2210-11, you will serve as a Cyber Operations (CO) Technician, ensuring the confidentiality, integrity, and availability of information systems, networks and data through the enhancement of Department of Defense (DoD) information systems security programs, policies, procedures and tools. Perform other duties as assigned.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Top Secret security clearance be eligible for access to Special Compartmented Information (SCI) within one year of appointment.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION WITHIN SIX MONTHS OF APPOINTMENT.
Qualifications

GENERAL EXPERIENCE: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to plan, direct, and coordinate difficult and complex programs; Ability to develop, apply, and adjust cyber program plans to attain agency objectives; Ability to select, develop, and supervise a subordinate staff; Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; Ability to make oral and written presentations in a clear and concise manner; Ability to apply a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements; A broad knowledge of and ability to utilize principles, methods, techniques, and systems; Ability to write proper English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in training, mentoring, and problem solving; and, Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: Must have one year of specialized experience at the next lower GS-grade or equivalent. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience includes: Thorough knowledge of network systems design, development, testing, installation, operating, management, and maintenance concepts and methods to provide and protect network services. Extensive knowledge of information technology methods, and information protection techniques, and procedures. This includes government and Commercial Off The Shelf (COTS) technology using industry standards and an ability to understand the capabilities and limitations of software, utility programs, network management systems and programming. Knowledge of hardware, software and operating systems, systems configuration and integration; maintenance, upgrades, and modifications.

Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification, Level Technical Level II (IAT II), within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.?
