PRODUCTION CONTROLLER (AIRCRAFT)

Duties

Conducts production assessments for 3 MDS airfield and Aerial Port to evaluate maintenance throughput, identify process inefficiencies, and recommend corrective actions using data-driven methodologies and performance metrics.

Plans, monitors, and coordinates all scheduled daily maintenance, repair, and modification activities for Aerial Port, C-5, C-17, and KC-46 aircraft.

Executes high-level updates to multiple management information systems and production control platforms to determine and fulfill support requirements for Aerial Port, three vital weapon systems: the Aerial Port, C-5 Galaxy, C-17 Globemaster III, and KC-46 Pegasus.

Leads the preparation of detailed reports and conducts coordination meetings with key stakeholders-including Planning, Supply, Back shops, and Aerial Port-to resolve production-scheduling conflicts and ensure uninterrupted maintenance operations for the Aerial Port, C-5 Galaxy, C-17 Globemaster III, and KC-46 Pegasus aircraft.

Recommends corrective actions to the Maintenance Group Commander to improve quality across all logistics products and services supporting the Aerial Port, C-5 Galaxy, C-17 Globemaster III, and KC-46 Pegasus weapon systems. Ensures recommendations are data-driven and aligned with mission sustainment goals.

Reads, interprets, and evaluates new or revised policies, procedures, and regulations issued by higher authority, specifically those impacting maintenance and logistics operations for the Aerial Port, C-5 Galaxy, C-17 Globemaster III, and KC-46 Pegasus aircraft.

• May be required to fly on military or commercial aircraft to perform required functions away from home station while on temporary duty

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE FOR CURRENT/PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples knowledge of aircraft maintenance operations, component production operations, and other necessary maintenance support requirements to support the mission. Ability to investigate, analyze, plan, and implement corrective action as well as establish effective cost controls for difficult and complex production problems. Ability to coordinate and integrate aircraft maintenance activities across multi-mission installations.

SPECIALIZED EXPERIENCE FOR EXTERNAL CANDIDATES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of aircraft maintenance operations, component production operations, and other necessary maintenance support requirements to support the mission. Ability to investigate, analyze, plan, and implement corrective action as well as establish effective cost controls for difficult and complex production problems. Ability to coordinate and integrate aircraft maintenance activities across multi-mission installations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. Internal applicants must meet one year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. External applicants must meet one year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of an aircraft production organization, maintenance, procedures and resource allocations to efficiently repair diverse aircraft and maintain aircraft on schedule.
2. Knowledge of fixed and/or rotary wing aircraft systems (i.e. C-5, KC-46, C-17, KC-135, C-130) and related civilian aircraft).
3. Skills to correlate and analyze a variety of production data to assure continuing availability of material requirement while considering safety, security and health principles, practices and procedures.
4. Skills and experience to prevent or alleviate unanticipated production/processing delays, scheduling conflicts and lack of required material/manpower to obtain a balance in workload.
5. Ability to plan, schedule, and implement remedial measures to meet emergency and regular workload requirements.
6. Ability to interpret technical data, standards and instructions, and to relate them properly to the aircraft specific projects assigned in preparing production plans and schedules and in maintaining effective follow-up.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
