We are currently seeking a Senior Financial Analyst to support PMA-280 FMS Team at the Patuxent River, MD location.
Functional Description:
Conduct quantitative analyses of information requiring financial and/or accounting support. The Senior FMS Financial Analyst performs business financial management activities in support of FMS pre-case, case execution, reconciliation and case closure activities. They analyze total program financial requirements for development of P&A, LOA, amendments, modifications, revisions and other pricing elements. They apply knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the Budget Financial Manager (BFM) and Program/Case Manager. Demonstrates knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE, and DoN procurement policies and procedures experience. Navy ERP knowledge is required.
Duties:
· Provide programmatic support and management services for the development, program management, sustainment and maintenance of current foreign-operated TWS.
· Provide support for budget development, execution tracking and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as NERP, SharePoint, CSPT, IDE, Management Information System - International Logistics (MISIL), Defense Integrated Financial Service, PMT, Security Cooperation Information Portal (SCIP) and Electronic Data Access (EDA).
· Maintain, consolidate, and organize databases of budgetary status information based on information provided through N-ERP. Perform budget execution including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds; update/develop spreadsheets and financial status briefs and presentations; prepare financial documents in preparation for FMS case closure.
· Prepare financial charts and input for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews and various other program briefings.
· Track and monitor financial documents through the routing and approval process.
· Participate in preliminary financial reviews and prepare monthly and quarterly reports for the IPT Leads and FMS case managers.
Required Education:
BA/BS Degree in education requirement must be fulfilled by a degree in a Financial Management, Technical, or Business analysis discipline.
Allowable substitution:
An associate's degree with an additional three (3) years of experience (total thirteen (13) years of experience), or a High School Diploma and an additional six (6) years of experience (total sixteen (16) years of experience).
Required Experience:
Over ten (10) years of relevant experience. A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Desired Experience:
Experience in case reconciliation, case management, and case closure are required. Experience in maintaining Case Execution Performance Tool (CEPT) is required. Demonstrated knowledge of FMS financial policies and procedures is required. A working knowledge of DOD SAP policies and procedures relating to FMS is required. Security Cooperation Information Portal (SCIP) and Defense Integrated Financial System (DIFS) experience is required. Experience in Navy Enterprise Resource Planning (NERP), Defense Security Assistance Management System (DSAMS), and Management Information System for International Logistics (MISIL), and other DoD financial automated accounting & budgeting systems is required.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 to $129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
