Duties

DUTY 1: Plans, organizes, oversees, directs, and communicates the activities of the Command Foreign Disclosure Office.

DUTY 2: Advises on integrating foreign military exchange and liaison officers at USAFE-AFAFRICA.

DUTY 3: Advises USAFE-AFAFRICA's FOIA Program Office, manages USAFE-AFAFRICA Foreign Disclosure Budget, and acts as Property Custodian.

DUTY 4: Exercises supervisory personnel management responsibilities of all USAFE-AFAFRICA Foreign Disclosure Officers.

  • Selection of this position is contingent upon proof of U.S. Citizenship.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of knowledge of a wide range of concepts, principles, and practices in an intelligence field and analytical skill in applying this knowledge to difficult and complex work assignments. Comprehensive knowledge of National Disclosure policy and a wide range of foreign disclosure concepts, principles, and practices and skill in applying this knowledge to conduct high priority operations which are typically sensitive, urgent, unstructured, pressured, and in a constantly changing environment. Practical knowledge of national policy and procedures for the disclosure of classified military information to foreign governments and international organizations IAW NDP-1. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Skill and ability to amass and review in detail intelligence and operational data using multi-source expertise from either regional or functional background/training to current and operational missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of the concepts, principles, and practices of foreign disclosure as stipulated in NDP and appropriate service components regulations, pertaining to activities such as foreign government requests for CMI or CUMI. Comprehensive knowledge of relevant military, political, and economic activities of assigned countries, as well as salient international relationships in relation to US security interests.
  • Expert knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/ functions, inter-relationships and operations; and knowledge of coalition airborne ISR products, services, and processes and its utility to USEUCOM and USAFRICOM. Proficiency in the operation of the automated Foreign Disclosure Management System (FDMS) and other local area networks to process cases and conduct research and analysis.
  • Knowledge of the ISR capabilities of NATO and other potential partner nations in the US European Command's and US Africa Command's areas of responsibility as well as current and projected interoperability plans and programs focused on increasing the ability of US intelligence activities to share in the processing, exploitation, and dissemination of intelligence in a coalition environment.
  • Skill and ability to evaluate all CMI or CUMI proposals and requests for validity, propriety, and impact on national security.
  • Ability to write clear and concise products, and deliver written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
  • Ability to collaborate and effectively work within a group setting, maintain effective working relationships with a variety of technical representatives and peers; and skill in presenting technical findings and evaluations clearly, logically and concisely in a variety of verbal, written and graphical formats.

  • OTHER SIGNIFICANT FACTS CONT,
    • This position is designated SPECIAL SENSITIVE and the employee must be able to obtain and retain a Top-Secret security clearance and be granted access to sensitive compartmented information and selected other special access programs, based on a Special Background Investigation. A non-disclosure agreement must be signed. Employee is required to protect classified information and materials in accordance with applicable Air Force and national agency security directives. Duties will require frequent unescorted entry into and temporary work within Sensitive Compartmented Information Facility (a windowless, air-conditioned secure vault).
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • A pre-employment physical examination is required. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for position at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/physical deployability criteria. Emergency Essential/deployment related medical/dental/psychological examinations and required immunizations are at no expense to the employee.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
