Duties

Duties for GS-07, GS-09, GS-11, & GS-12:
  • Applies cross-functional knowledge in the planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or exploitation of complex systems to support the organization's mission objectives.
  • Performs technical assignments and utilizes scientific inquiry in the development of new or substantially improved software, equipment, materials, instrumentation, devices, systems, mathematical models, processes, techniques, and/or procedures.
  • Provides technical guidance, advisory support, and assistance.
  • Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
  • Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, by reading/reviewing technical journals and current literature, and participation in formal training programs.

  • Must have a bachelor's degree in a related discipline such as computer or electronics engineering, computer science, or mathematics.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Top Secret (SCI) security clearance.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) (CONTIN)
  • certification requirements applicable to the career category designated on the position description within 24 months of assignment or secure an approved waiver. The employee must meet 80 hours of continuous learning (CONTIN)
  • requirements within the designated timeframe.
  • The work requires the incumbent to be subject to recall during non-duty hours, weekends, and holidays to complete proposals and/or resolve software problems.
  • The work requires the incumbent to be subject to temporary and permanent shift changes.

SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 for the GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of engineering/scientific concepts, principles, methods, techniques, and standard practices sufficient to perform conventional projects with complete responsibility, or limited portions of difficult but well precedented assignments and/or projects; Knowledge of security procedures to maintain control of classified material. OR

EDUCATION FOR GS-07: I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-07: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 for the GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of engineering/scientific concepts, principles, methods, techniques, and standard practices sufficient to perform conventional projects with complete responsibility, or limited portions of difficult but well-precedented assignments and/or projects; Knowledge of security procedures to maintain control of classified material; Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; Knowledge of the engineering/science to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. EDUCATION FOR GS-09: I have completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR

COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 for the GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of complex electrical systems; Knowledge of security procedures to maintain control of classified material. EDUCATION FOR GS-11: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR

COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 for the GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of complex electrical systems; Knowledge of security procedures to maintain control of classified material; Knowledge and understanding of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); Professional knowledge of a wide range of engineering, science and/or technology theories, concepts, principles, standards, and methods sufficient to determine and/or execute actions for a range of assignments involving combinations of complex features. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS- 09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Education

KSA's FOR GS-07, GS-09, & GS-11:
1. Knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform moderately difficult studies, apply standard practices, and/or assist in the resolution of issues related to the planning, development, fielding, and sustainment of electrical systems.
2. Knowledge of security procedures to maintain control of classified material.
3. Knowledge and understanding of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).4. Skill in applying analytical and evaluative techniques to identify, investigate, and assist in the resolution of issues or problems.
5. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
6. Ability to communicate effectively both orally and in writing, in order to produce technical reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships.

KSA's FOR GS-12:
1. Professional knowledge of the concepts, principles, theories, and practices involved inengineering, mathematics, and/or computer science to perform studies, modify standard practices,and/or resolve issues related to the planning, development, fielding, and sustainment of complexelectrical systems.
2. Knowledge of security procedures to maintain control of classified material.
3. Knowledge and understanding of agency, AF, Department of Defense (DoD), and national-leveldoctrine, regulations, policies, guidelines, requirements, and initiatives related to assignedprogram(s) and/or project(s).
4. Skill in applying analytical and evaluative techniques to identify, investigate, and resolvecomplex issues or problems.
5. Ability to foresee the impact of changing technology.
6. Ability to communicate effectively both orally and in writing, in order to produce highly technicalreports, position papers, and briefings which are appropriate for the intended audience; and tomaintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
