Business Development Manager – Federal Government Contracting
Location: Remote

Our client is seeking an experienced Business Development Manager to drive growth within the Federal Government market. This role will focus on developing and expanding strategic relationships with prime contractors, identifying teaming and subcontracting opportunities, and supporting the capture and growth of federal business across civilian and defense agencies.

The ideal candidate brings strong existing networks with federal primes and can effectively position our portfolio of capabilities — including AI, Machine Learning, Data Analytics, Health IT, Emergency Management, and Homeland Training — to win and expand federal opportunities.

Responsibilities:

• Identify, develop, and maintain strategic relationships with prime contractors to secure teaming and subcontracting opportunities
• Proactively engage with primes, partners, and government stakeholders to position the company for upcoming federal opportunities
• Support the growth of federal business by identifying new markets, agencies, and contract vehicles
• Lead or support teaming agreement discussions, including NDAs, MOUs, and subcontract agreements
• Track and qualify federal opportunities via SAM.gov, agency forecasts, and partner pipelines
• Collaborate with capture, proposal, and technical teams to shape opportunities and win strategies
• Represent the company at industry days, networking events, conferences, and partner meetings
• Maintain accurate pipeline reporting and forecasts for federal opportunities
• Stay current on federal contracting trends, procurement methods, and agency priorities

Required Qualifications:

• 8+ years of business development experience in federal government contracting
• Existing relationships with mid-to-large federal prime contractors
• Demonstrated success building and leveraging relationships with federal prime contractors
• Strong understanding of the federal acquisition process, including FAR/DFARS
• Experience supporting or leading teaming and subcontracting efforts
• Proven ability to identify, qualify, and influence federal opportunities pre-RFP
• Excellent communication, negotiation, and relationship-building skills
• Ability to work independently and strategically in a fast-paced environment

Preferred Qualifications:

• Experience across civilian, DoD, or IC agencies
• Familiarity with GWACs, IDIQs, BPAs, and set-aside programs
• Capture or proposal development experience
• Bachelor’s degree in Business, Marketing, or related field (or equivalent experience)
