Position Title: Technical Recruiter/HR Assistant
Status: Permanent
Location: Charleston, S.C.

Scope of Work:
Modus21, LLC is growing and in need of a technical recruiter that has experience with government contracting.
The Technical Recruiter will work directly with the Director of Human Resource to staff, develop pipelines, and assist with other areas of Human Resource as needed.
Responsibilities:
• Full-Cycle Recruitment: Source, screen, and interview candidates for technical positions (e.g., software engineers, system administrators, cybersecurity analysts) using LinkedIn Recruiter, job boards, and applicant tracking systems (ATS).
• Government Compliance & Clearances: Source candidates with required security clearances (Secret, Top Secret/SCI) and ensure all recruiting activities comply with FAR and OFCCP regulations.
• Stakeholder Collaboration: Partner with hiring managers, proposal teams, and business leaders to forecast staffing needs, define requirements, and build talent pipelines.
• Proposal/Ramp-up Support: Support business development by identifying qualified talent for contract proposals and managing rapid hiring for contract awards.
Requirements/Experience:
• Bachelor’s degree in HR, Business, or a technical field preferred.
• Proven experience as a technical recruiter, ideally with 2-5+ years in government contracting (GovCon) or staffing.
• Strong understanding of security clearances, government contracting requirements, and technical skill sets.
• Proficiency with Applicant Tracking Systems and requirement and Boolean search strings
• Familiarity with Deltek Talent Tracking a plus
• Strong written and oral communication skills.
• Strong interpersonal skills and customer service skills.
• Office 365 Experience
• Experience working in a fast-paced, rapidly changing environment
• Desire to work in a highly collaborative environment; excellent interpersonal skills
• Ability to work in a self-guided manner; excellent organizational skills
• Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) SECRET Security Clearance
