Fleet Readiness Directorate (FRD) is NAVWAR's focal point for maintenance, repair, installation, delivery, Cyber posture management and sustainment issues for the NAVWAR product line. Installation management includes planning, integration, metrics, contracting, process improvement, analysis, reporting, execution, and other activities which support the installation of hardware (HW) and software (SW) products from across the SPAWAR Enterprise as well as from other SYSCOMs and organizations. FRD supports Fleet Commander, TYCOM, ISIC and unit level in conducting Cyber management of all SPAWAR and liaisons with sister SYSCOMs in the effectiveness and efficiency vulnerability management of networked systems. FRD manages various in-service programs transitioned from PEOs and provides in-service sustainment advocacy through coordination with the Fleet Systems Engineering Teams (FSETs), Program Offices (PMWs), In-Service Engineering Agents (ISEAs), Fleet Support Teams, and Training Support. On this task order NAVWAR is acquiring program management, business management, and executive level support for the Office of the Chief Engineer (CHENG) (SPAWAR 5.0), the Acquisition and Program Management Competency (SPAWAR 6.0), the SPAWAR Fleet Readiness Directorate (FRD), and other SPAWAR Competencies.
Reporting to the Program Manager, the Program Management Specialist provides mid-level program management and analytical support to FRLLD, applying the Get Real Get Better (GRGB) framework to enhance readiness, operational effectiveness, and continuous improvement. The role focuses on data-driven analysis, process improvement, strategic alignment, and implementation support on the NAVWAR 5.0, 6.0 FRD Professional Support Services (PSS) contract. This position is located in San Diego, CA.

What You'll Do
- Provide analytical and program management support for special projects identified through the GRGB process.
- Perform qualitative and quantitative analyses to assess program performance, operational readiness, and process effectiveness.
- Support strategic planning efforts to ensure programs, initiatives, and projects align with organizational objectives and GRGB principles.
- Support adoption of tools that enable the P2P framework and continuous process improvement and facilitate process improvement activities using methodologies such as Lean Six Sigma DMAIC.
- Develop analytical products that identify root causes of performance gaps, risks, and improvement opportunities.
- Prepare, update, and maintain program documentation to ensure transparency, traceability, and audit readiness.
- Assist in the development of strategic plans, roadmaps, and performance improvement initiatives.
- Track key readiness indicators, process bottlenecks, and the effectiveness of improvement initiatives.
- Develop and maintain performance dashboards, metrics, and visualizations that provide an accurate assessment of progress against objectives ("Get Real").
- Evaluate and recommend data analytics and visualization tools (e.g., Tableau) and project management and collaboration platforms (e.g., JIRA) to support performance assessment, decision-making, and improve tracking, reporting, and coordination of improvement efforts.
- Support rapid improvement events focused on resolving validated, high-impact operational issues.
- Identify and recommend targeted improvement initiatives to enhance operational effectiveness, including:
- Streamlining C5I system maintenance processes
- Reducing CASREPs
- Improving sailor self-sufficiency to minimize reliance on shore-based support in contested environments
- Conduct or support deep-dive analyses into complex readiness and sustainment challenges (e.g., amphibious ship maintenance performance).
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- Bachelor's degree from an accredited university required.
- At least three (3) years of experience providing program analysis or management analysis support within a NAVWAR program office or similar DoD or federal environment.
- Demonstrated ability to perform data analysis, develop dashboards, and produce executive-level reports.
- Experience supporting process improvement initiatives and strategic planning activities.
- Strong written and verbal communication skills.
- Experience supporting Navy or DoD readiness, sustainment, or maintenance programs.
- Familiarity with GRGB, Continuous Process Improvement (CPI), or Lean Six Sigma methodologies.
- Experience using tools such as Tableau, JIRA, Power BI, or similar platforms.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
